Cabinet inflates to largest in territory’s history

The Yukon government announced a major ministerial shuffle this morning, resulting in the largest cabinet in territorial history.

The Yukon government announced a major ministerial shuffle this morning, resulting in the largest cabinet in territorial history.

The overhaul comes in the wake of backlash against departmental decisions on affordable housing and strained relations with First Nations, environmental supporters and teachers.

“I do believe that changing leadership positions is a very good thing for government,” said Premier Darrell Pasloski, one of only two big portfolio heads to hold onto his file — Finance.

“The shuffle builds on our strengths while still maintaining our stability in government. The benefit is both to our members in terms of their personal growth but also in terms of the people that we represent,” he told the Star today.

Pelly-Nisutlin MLA Stacey Hassard was the only backbencher to earn promotion to cabinet, taking over Economic Development from Currie Dixon.

Sworn in this morning, Hassard adds a “rural voice” to the body and brings experience in outfitting and small business to the table, Pasloski said.

Vuntut Gwitchin MLA Darius Elias moves into the role of caucus chair and government House leader, but remains outside the cabinet wall.

“He’s a very passionate member who vehemently supports his constituents,” the premier said.

Brad Cathers, the beleaguered former head of Community Services and the Yukon Housing Corp., got the bump from both those files. He is now in charge of Justice and the Yukon Development Corp. and Yukon Energy Corp.

He was also demoted to deputy House leader, replaced in the top spot by Elias.

The Lake Laberge MLA took heat throughout the fall legislative sitting for cancelling at the last minute three affordable housing projects after protests from landlords’ and realtors’ associations in June 2014.

“Certainly what I don’t do is make decisions based on political grandstanding by the opposition or other levels of government,” Pasloski said.

He noted the energy file will carry significant responsibilities, with one of the largest capital works in the territory’s history now under discussion as a next-generation hydro project.

Former Health minister Doug Graham is taking on a different major portfolio: Education. Relations between the department and teachers and parents are at low ebb, with the Yukon Teachers Association complaints of “stonewalling” and unilateral decision-making from officials, lack of training in new respectful workplace protocols and a general sense of acrimony among all parties.

Minister Scott Kent held onto Energy, Mines and Resources and took over Highways and Public Works from Wade Istchenko, who has moved to Environment.

The government’s tensions with First Nations and green groups have rarely been higher this century, as the Peel case continues in the Yukon Court of Appeal after a bitter fight over its future last year.

The government’s suggested amendments to federal environmental legislation and the Yukon’s regulatory regime have not eased relations.

Elaine Taylor took over Tourism and Culture, Currie Dixon moved to Community Services and Mike Nixon switched to Health and Social Services.

The Yukon Party is doing a good job of ticking off just about everyone, even their own members. So the Yukon Party needs a leadership review before they are totally gone.

The Premier stated Mr. Hassard was in outfitting business, which one? If this is not true then the Premier is setting the direction of not telling the truth is OK in government!

Yes, to a certain extent. Power ends up going to people's heads after a certain point. However, the YP has been a rehash of the same old "good old boys" club members since the Yukon Progressive Conservative party became re-branded as the Yukon Party. The guys who are pulling the strings like have been around forever. There are some - many family/old boy connections between the current YP group and the YPCP from the last century it's almost incestuous.
The problem is, and it's not just a YP issue, is that for many MLAs, this is the best job they have ever had (quiz time, name another job Brad Cathers has had since getting out of high school), and they will do anything to keep it, that is get re-elected. So many decisions that get made end up with this in mind rather than what is the best decision for the Yukon in general.

Just wondering, would it be any different if we were to have a Liberal or NDP government, rather than the current dictatorship (or is it a banana republic, no, can't be, we are a monarchy)? Would the same problems not occur? Is the cronyism, secrecy and incompetence not inherent part of the Yukon political scene? I have only experienced the Yukon under Fentie and Pasloski and wonder how come people became unhappy with the NDP or Liberal governments before them.

They will bulk up everyone's wages and pension benefits, because they know their chances of re-election are diminishing every week. It's a subtle way to loot the taxpayer's purse.

Getting a good chuckle out of all the comments.
I keep getting reminded of a line from the Jason Statham movie "Homefront", and it seems like someone should have said this to the YP brain trust before this last big move; "whatever you're thinking, re-think it".
Now all departments will be on hold (again) while new ministers get up to speed. Might take longer for some than others.
What fun!

I partially agree, only because I know some departments, far from all of them, have some good, knowledgeable, and experienced senior management. Environment is a good example although the downside is that they now have Wade Itschenko in as the minister. Can you imagine what it does for morale to now have a minister who not so long ago admitted to, and was charged with falsifying his guide application? He got caught red-handed so had no alternative but to "fess up".

When you look at successful governments there is one key factor. Example are Frank M in NB, Peter L in Alberta and Bill D in Ontario. Robert S in NS. They put good ministers in place and left them there so there was strength of knowledge gained by the ministers. But the key was there consistence management. As one former Yukon Party member stated to me last summer, none of the Yukon elected parties have any real depth in people to become ministers. He did not say that nicely. One of the big issues in the Yukon Government is some patches of YTG has senior management placed into positions that don't have the experience or qualifications for the positions they are filling. The result is bad advice to the ministers so the ministers look like they don't know what they are doing. When the premier moved deputies around that put DM in position where they had no experience or education in that field. So what do you expect is going to take place. I talked to leaders about what YTG has done, they indicated it just creates more problems. It would be like trying to make someone into something they are not qualified or experienced for. The Premier has no political experience or education so you cannot do in private business what you can do in public business. What I would suggest to all parties is get people to be advisers that are specialist in government structures and management to help you manage government. Don't let senior management control YTG and tell you facts that are wrong or not good for the Yukon..

The president of YHC, former DM of education gets rid of any qualified staff who question her incompetence. She surrounds herself with yes people who know less than her so she is protected. Her record speaks for itself and cost Yukon taxpayers thousands of dollars. YHC is no longer able to function effectively and should be turned into a regular dept. get rid of rubber stamping high paid board and president.

Maybe having former guide Istchenko in environment and Hassard adding his voice for outfitters will finally allow Yukon big game outfitters to get rid of us pesky resident hunters out of "their" areas once and for all.
Outfitters are going for complete control of their areas, and despite the fact that residents are the voters, we get no say. Why else would the Yukon Outfitting Association have put out an RFP for a pr initiative just last month?
Yukon voters are currently like the Frog put into a pot of water, and slowly brought to boil. The YP is giving our territory away to big business, and when we finally wake up to this fact, it will be too late.
Balance is not a term the YP take seriously.

What is the purpose behind this, just to please the city, I don’t think so. Is it really that the tail is trying to wag the dog, not possible, plain physics.
Is it the action of the environmental terrorists, the foreign financed NGO’s, the gray haired retired teachers? Take a pick.
I would say none of the above. People are fed up with mismanagement, people don’t want to life in a dictatorship, people from all four winds are waking up and now our rulers are panicking.
People with a sense for humanity and respect for the planet, the only one we have to live, are waking up and smelling the bacon, the fat bacon only the rich get. The bacon they got served on a golden platter by the Paslouski government.
The environment is threatened to a point where this planet maybe won’t sustain human life anymore. Incomes for the average people are in decline, workers rights are depleted, democratic rights are trampled.
People keep on waking up and get involved, we can do it we can have a better world, with a better government.

We need a new party in the Yukon that understands a combination of economic and social programs that works. You can't pay for things you can't afford. Look at the new premier of Alberta, he is putting everything on the table including a sale tax. He's not been right or left but just up front with the people of the province. Like he stated, sure I can fire all government employees and their $7 billion dollars doesn't fix the Alberta budget short fall. So firing employees does not fit.
It is not about being liberal, NDP or conservative but what will work for the interest of the people. The Yukon Party has spent more on public housing then most regions in Canada other than the other two northern regions.

So Yukon Housing Corp. will have its FIFTH minister in less than four years. That's right, 2011 started with Kenyon, then Nordick, Kent, Cathers and now Hassard. The Premier should be looking at the competence of the President, or in this case the lack thereof. There hasn't been a competent President at the helm of YHC since 2008, and that fellow headed up Housing, Liquor, Lotteries AND Community Services. In addition to the everyday challenges in these organizations, he was the President/DM through the wildfire season of 2004 (most severe season on record) and delivery of the 2007 Canada Winter Games. After he retired, Community Services got its own DM, and you'd think just being left with the three corps to manage would be a piece of cake, but housing has been in the media ever since. And this week we learned YHC now can't even properly manage snow removal for seniors!

Another department with a history of issues in recent years is Education. And yup, they've got a new minister too in this recent shuffle. Now the shining star of a DM leading that department has certainly had her share of ink lately (remember the school bus scheduling in September, and the ongoing saga of the ADM PhD) all on the heals of of our favourite multi year issue, the new FH Collins school. Actually that one should be shared with her predecessor DM who is guess where....Housing!!!

Ministers get shuffled and these DMs continue to collect hundreds of thousands of dollars. So sad for Yukon taxpayers.

Bragging about the largest transfer payment ( regular folks call it a budget), biggest shuffle I've ever seen in my time, Biggest anti everything-crowds we ever had up here, largest dilution of local workers (by local I'm being very generous as I refer to fellow Canadians...not mere Yukon folk).

Yeah great job at being conservative blue team, might as well wear commi red in the ledg.
What a shell game the big cheese, just played...guess they really do feel we are THAT stupid?
.....and this Darrell is coming from a loyal blue team supporter.
Oh yeah...."former" blue team supporter for both you and your puppet master another conservative acting more red than blue.

It looks like Paslawski is hoping that if he gives Elias more responsibility the voters will forget he is a DUI..

Maybe if Graham ticks off enough people in Education, Voters will forget that Graham spent over 6 million dollars for a floor plan and put the screws to the seniors with the now mandatory, (not to mention intrusive and embarrassing) Means test..

Elaine is a kind of non-entity, but she can be seen with a Mona Lisa smile pouring coffee at events..

Is anyone going to forget Cather's cancelling the 3 affordable housing projects..why? Because landlords didn't like it.. so he promoted the sky high rents. Politically speaking..1 landlord has 200 tenants in an apt block in Riverdale.. he bowed to the landlord..so how many vote you going to get Brad? And whose going to get the 200?
