Approved last week, the bylaw opens the door for the city and the Yukon government to begin with the detailed engineering design and approval of the subdivision, says the administrative report to council.
It says construction is expected to begin either next year or in 2021, with lots becoming available in 2023.
Phase 7 is scheduled to bring another 90 lots to the market for single-family detached homes and duplexes.
Planning and preliminary engineering for phases one through seven of the subdivision was adopted in 2012, after the master plan was approved in 2009. The Whistle Bend concept was developed in 2006.
The nine-hectare parcel for phase seven includes a large green space, and is directly west of phase six.
City council held a public hearing July 8 on the phase seven proposal, but no one appeared. Nor were there any written submissions.
The first collection of phase-four lots was made available for lottery Tuesday. The deadline to apply is Aug. 27, with the lottery to be held Aug. 28.
The second bunch of phase four lots is schedule to be released for lottery this fall.
Construction of phase five is ongoing, while phase six is in the final design.
