Bagnell prepares to take on new role

Yukon MP Larry Bagnell is set to begin work in his new role as parliamentary secretary to Melanie Joly, the minister of Economic Development and Official Languages.

Yukon MP Larry Bagnell is set to begin work in his new role as parliamentary secretary to Melanie Joly, the minister of Economic Development and Official Languages.

“Economic development is important right across the North, the three territories, so I hope to make sure I bring a northern voice to that office,” Bagnell told the Star on Tuesday.

As parliamentary secretary, Bagnell will support Joly in the introduction of legislation to Ottawa and act as understudy during question period when the minister is out of town.

Bagnell said he expects to be busy in this role. Joly’s office is responsible for six regional agencies in Atlantic Canada, Quebec, Ontario, the West and the North.

The Canadian Northern Economic Development Agency (CanNor) is the smallest of these agencies, and Bagnell expects he will take a leadership role there due to his northern expertise and Joly’s busy schedule.

One of the department’s first tasks in January will be CanNor’s call for innovation and infrastructure project proposals, Bagnell said.

There will be a focus on tourism, the digital economy, innovation, cultural industries, mining and First Nations entrepreneurship.

Bagnell said he plans to prioritize projects proposed by female entrepreneurs, youth and rural community members. He will work with local chambers of commerce across the North to receive feedback on the proposals.

CanNor is focusing on four key action areas in this sitting, Bagnell said: a skilled workforce, resource development, economic infrastructure and innovation and diversification.

There are also plans to provide money for housing.

“That’s a big need in the Yukon … and a fundamental need for economic development,” Bagnell said.

Aaffordable housing is a key element of attracting a skilled workforce, he added.

Bagnell said he believes his career-long experience in economics makes him well-suited for the position in the Economic Development department, and he looks forward to utilizing that experience through a northern lens.

“There’s different opportunities and challenges in the North; it’s not like trying to set up a business … in Toronto,” he said.

“I think there is a bit of a lack of understanding in eastern Canada of what happens in the Far North, but also, the present government is very sensitive.”

Bagnell said the slate of federal ministers have made a good attempt to understand northern issues so far, and he plans to continue lobbying for infrastructure support from Ottawa.

Larry being given a real job must truely be news worthy as this is the third story to be written about him actually doing something besides leaning on the Passport office when they slow a Yukoner's application down. Three stories about his appointment to a Ministerial Secretary position and this one has been up since the 19th. You're under the microscope Larry.

Congratulations Larry, hard work and honesty do pay off a concept that is lost on your wanna be right wingers.
Somebody voted for Larry but it wasn't this gaggle of town criers who don't really care about the numbers achieved in both GDP-debt, unemployment. If the cry babies party won they would switch so they could cry more.
If your worried about debt I hope you Paul Reviere types were crying as much when the record holders for debt Mulroney and Harper were doing their thing.
Oh, that's different though.

There will be an election in the fall of 2020 because Trudeau will want to take advantage of green and conservative party leadership. If he thinks he will not do well he will quit because he already knows he is in way in over his head.

Tater, not only our grandchildren, but Bagnal's children and grandchildren as well. I hope he has explained that to them by now. It may be something like this: Hey kids I helped get Canada in debt. And the good news is, you'll have to pay it off. So start saving your nickels and dimes. While they're doing that, Bagnal of course will be sucking in the great huge pension that tax payers are footing out for. I would like to wish him luck, but hey, he's just another with all four feet in the trough.

It's not like Larry had a strong record of achievement in the private sector before he became or anything like that.
This is a meaningless appointment for everyone and the territories will not gain as a result.

I have known Larry Bagnell for over 30 years but he does not have the understanding of economic development that's needed in that post and same for the minister. Senior federal government staff in Ottawa get fed up with ministers and their assistants who seem to understand economic development. Economic infrastructure is the key not politics or social economic like giving funding to people because it is political the way to go. Liberals have done this for years and our economy does not grow. ACOA. Western D etc only work if they can place public funds where cost benefit analysis provides positive outlook for the investment.
With CANOR doing economic infrastructure investment is great as long as it can be measured in results.
Bagnell does not refer to any tools needed to measure results or forecasting of results of economic development. They put target areas but no real understanding or focus which is not good for Yukon or north.
