Health and Social Services Minister Glenn Hart didn't want to talk about Auditor General Sheila Fraser's blunt assessment of his department's shortcomings, but opposition leaders had plenty to say.
Health and Social Services Minister Glenn Hart didn't want to talk about Auditor General Sheila Fraser's blunt assessment of his department's shortcomings, but opposition leaders had plenty to say.
Liberal Leader Arthur Mitchell said Fraser's performance audit of health services and programs, released Tuesday and tabled in the legislative assembly, shows that we're not getting value for the money.
"This is fairly damning,” Mitchell said today of the audit's findings.
"They're not documenting their most important priorities, and though we do report some qualitative data, not with respect to how the department achieves its goals.
"So we're spending a quarter-billion dollars and we don't even know what our priorities are.”
The Liberal leader was quick to qualify his criticisms as directed toward the government, not officials or health care providers.
"It's not that we're not getting good health care, it's that we're not getting good value for the money we're spending,” he told the Star.
And Mitchell pointed to the department's response to Fraser's recommendation that Health and Social Services develop a comprehensive information system to accurately collect and report health data.
While the department agrees with Fraser, it responds that it lacks the necessary resources to follow through.
"That's a political issue,” charged Mitchell. "Why has the government for the past nine years not provided those resources? If you don't have a roadmap or a chart and if you don't know where you've been, how do you know where you're going?”
NDP Leader Liz Hanson said today the report speaks to larger problems with the current Yukon Party government.
"Fraser's talking about Health and Social Services, but in my mind (her findings) are a symptom of the whole government,” Hanson said.
"When I responded to Premier (Dennis) Fentie, who's also the Finance minister, about the need to plan your spending, have some strategic vision of where you're going, and clearly this is what Fraser's saying.
"In Health and Social Services, it's set out a whole series of potentially connected initiatives, but hasn't connected the dots,” Hanson said. She was referencing the performance audit's findings of a lack of evaluations and performance measurements for the alcohol and drug services programs.
Hanson said Fraser's audit points to a lack of vision. Though it noted Health and Social Services' development of a process for measuring indicators and objectives, "I would give credit to the department for that, rather than the government.”
The NDP leader also said it was unfortunate the same due diligence in determining that Whitehorse General Hospital would operate an MRI program wasn't employed before it was decided to build new hospitals in Watson Lake and Dawson City.
"There was not a business case made by the Yukon Hospital Corporation on what studies they based their decision to go with this model,” Hanson said.
"I hesitate to focus on that, but there was absolutely no risk analysis done in trying to replicate, in miniature in those communities, a lot of the functions carried out at Whitehorse General.”

This is too much to resist. Another approach by Fraser selectively rebuffed. How many have there been now? Four of dennie pooh's selective choosings of when and whether to ignore a Federal Government audit...they of the hand that feeds. And this one in our cherished Health department, so decimated by Glennie pooh and the fentiecrat stuwhitleyboy (come on you two...team up in spite of it all and do something fruitful). What on earth is wrong with this individual dennie pooh? The supreme arrogance of the yp and fentie rides again. They can't take criticism or comment but sure dish it out. What incredible hypocracy.....it is unmatched in Canada and will soon be gone...thank the stars.

Let's face it. the Libs and the NDP really have no plans for the future of the Yukon. They are just against everything. No one in the Libs or the NDP have ever had a taste of power. They have no plans or ideas as to what the Yukon should be like.
Yes there has to be a social net and yes we have to look after our less fortunate, but it should never be a better option than working. Yukon has the lowest unemployment in the Canada and there are actually people saying that they can't work! People are moving to the Yukon from all over Canada because our welfare system is so good.

If we would like to see a balanced budget in health care, we are going to have to start saying NO.
NO - to people who could work, but choose not to.
NO - to people are defrauding our welfare system, but continue to receive monthly cheques.
NO - to people who nag their doctors to death until they get special treatment or trips out to pain clinics to shut them up.
NO - to people to make life choices that increase their health risks (smoking, obesity, drinking, laziness).
It will hurt. We may have to wait longer for services. We may even (OMG) have to pay a premium for the fantastic service we get. We may have to look after our aging parents ourselves. Are you ready? Is the average Yukoner prepared to do their part to keep themselves and their children healthy so we can reduce the burden on the system?
If not, then open your wallet.

My first question? have you all read the full report?
Sure we can have improvements but we should really think about what could happen. First how can you project what health is going to cost. let's face it more and more folks are moving their parents to Yukon as the benefits are better than any where else. Is this an extra cost to the system? You bet.
My concern with the comments from the AG what will the government do if the the budget runs out and there are people that need to travel to Vancouver or Edmonton or where ever for treatment or medical. Will they say gee we are out of money and we need to wait to send you out when we process our next budget.
Or do we start to target a certain age group?
I think that the building of new hospitals in Watson Lake and Dawson is looking forward. The Yukon Government should be commended on these projects.
You know Mr. Mitchell it is very easy to sit back and constantly blame the current government for everything. Perhaps you should tell us what a Liberal government would do for a change.
As Yukoners we all need to sit back and have a good look at all the good facilities, benefits and admit we are just a bit spoiled and very lucky to have what we have.
Just some food for thought

The government system from top down is a perfect example of incompetence and corruption. There was at one time in the Yukon a balance between the private sector and the public sector and a kind of gentlemen's agreement as to how the money from Ottawa got spent, not anymore.

Several weeks ago my wife and I went on CBC and spoke about alcohol and drug addictions. Our 22 year old son, Christopher, committed suicide on January 14. This article and the findings of Sheila Fraser's audit support what my wife and I said. The government in general, not the Yukon Party, Liberals or NDP, and not only Health and Social Services, support many programs that DON'T WORK. There are programs YTG needs yet won't consider. My wife and I have worked in the system for decades and have seen, first hand, money disgracefully wasted, money handed out to persons, NGO's and special interest groups for no other reason then political advancement or correctness. We have all seen managers hired only because of an initial behind their names, managers with no leadership skills and hidden agenda's. Bureaucrats whose only purpose in life is to ensure their Minister is protected from public criticism. Ministers who's only goal in life is to get re-elected. When you look at the cost of putting an offender in WCC at at around $350.00 per day while a highly rated treatment facility in Vancouver goes for $153.00 a day and the H&SS; wants nothing to do with helping or subsidizing family's who are desperate to save a loved one then I say there is something wrong with this picture. But it's okay to build a $80,000.000 jail that will hold at least double the inmates the present WCC can hold. It's time for the Yukon Government and Yukon people to take a close look at what's really important.

When $300 million is being spent on health and social services for about 30k people, doesn't anyone see a problem here? They say the Yukon has the lowest unemployment rate in Canada. These ridiculous budgets prove otherwise. It was funny though how the Yukon Party labels people on welfare as "disadvantaged". If you are able bodied, I would kick you off the dole so fast your head would spin. This Territory is turning into a real joke.

It is fairly easy to project a balanced budget when you dramatically under estimate your expenditures. Now add to that the unauthorized over spending and you have an even much greater problem. If it is happening in one department, what is there to say it's not characteristic of all departments. The financial credibility of this government is now drawn into question. Mr. Mitchell is on target and needs to be relentless in his pursuit of the finances. Maybe M. Fraser needs to do a similar and complete audit of the entire government!

and Mr Mitchell, while i don't support you or your parties views, i do suggest you do not let up with this issue.

Mr. Mitchell, don't make this sound like its the fault of Yukon Party. It most likely started with the NDP government and carried over with the Liberal government. Why don't you just work with the system instead of mouthing off all the time.
