Another budget of unprecedented size tabled

Premier Darrell Pasloski delivered another record surplus budget for the territory this afternoon – $1.37 billion.
“Our government will stimulate the private sector economy by reducing taxes and putting more money in the pocket of Yukoners,” he said in his lengthy budget address to the legislative assembly on what is the first day of the spring session.
“And we will continue implementing, budget by budget, our government’s vision of prosperity for the territory by making Yukon the best place in Canada to live, work, play and raise a family.”
No tax increases are called for in the budget, which includes $43 million that was not spent in the 2014-15 fiscal budget and carried over to this budget.
In fact, on Tuesday, the government announced a cut in personal income tax rates for Yukoners that will result in annual savings of $5.5 million. (See separate story, p. 5.)
Included in the estimate for the current 2015-16 fiscal year, which began Wednesday, $1.05 billion is allotted for operation and maintenance and $313 million is allotted for capital projects. Both are records on their own.
More than $1 billion is coming from Ottawa in the form of the annual transfer payment totalling $874 million compared to $851 million last year, representing a 2.6 per cent increase.
There’s another $179 million in federal transfers and recoveries from Ottawa, raising the total federal contribution to $1.05 billion for this fiscal year.
The federal government, for instance, will be contributing $35 million under the annual Canada Health Transfer over and above the core funding.
The Yukon will be recovering $43 million for the ongoing management of the abandoned Faro mine and other abandoned mines which were historically licensed by Ottawa.
It’s estimated the territorial government will generate $127 million in revenue through its own taxes, plus another $43 million in fees and services, such as the anticipated profit of $8 million from liquor sales and $4.7 million from motor vehicle licences and registrations.
“We believe in managing finances in a way that ensures we have money when we need it most,” Pasloski told the legislature.
“Yukoners are tightening their belts this year, which is why we are making these investments and providing tax relief – that’s what our fiscal management over the past decade allows us to do.
“I want Yukoners to know that we are committed to continuing with reliable fiscal management.”
Last year’s initial budget estimate of $1.31 billion forecast a surplus of $72 million, though the surplus is now forecast at $49 million.
That leaves the territory with $194 million in net financial resources – or money in the bank – as of Wednesday.
The anticipated surplus for this budget has been estimated at $23.2 million.
As is typical, the lion’s share of operation and maintenance funding for this fiscal year, $327 million, will go to the Department of Health and Social Services.
The Department of Education is next in line with an estimated budget of $155 million.
With an allotment of $132 million for 2015-16, the Department of Highways and Public Works is third from the top in O & M funding, followed by Energy, Mines and Resources, with an estimated budget of $85 million.
This fiscal year’s O & M budget represents a slight increase of $47 million over last year’s original estimate of $1.02 billion, while the capital budget of $312.8 million is seven per cent larger than last year’s original estimate of $293. 4 million.
With funding identified for a number of health care projects such as $26 million for the new Whitehorse continuing care facility and $22 million for the Whitehorse General Hospital expansion, Health and Social Services is topping all departments in capital spending, with a total budget of $95 million.
Highways and Public Works – typically number one in capital funding – is second this time around with a total budget of $84 million, including $9.7 million for ongoing upgrades to the Campbell Highway.
Community Services is third on the list with an estimated capital budget of $54 million for the 2015-16 fiscal year while the Department of Education slides in at fourth with anticipated expenditures of $26 million, including $12.5 million for the F.H Collins Secondary School project. This capital budget also identifies $3 million anticipated for next year to complete the F.H. Collins project.
Topping all capital projects is $26 million for the new 300-bed continuing care facility proposed for Whistle Bend (with phase one – 150 beds - to be finished in 2016), $22 million for the expansion of the ER and MRI units at Whitehorse General Hospital and $16.4 million for the replacement of the Sarah Steele Building.
Under the operation and maintenance budget for 2015-16, estimates for the 10 largest budgets and how they compare to last year’s estimates are as follows:
• Health and Social Services – $327 million, up from last year’s $308 million;
• Education – $154.8 million, up from last year’s $153 million;
• Highways and Public Works – $132.4 million, up from last year’s $127 million;
• Energy, Mines and Resources – $85.3 million, up from last year’s $82 million;
• Community Services – $84.5 million, up from last year’s $79 million;
• Justice – $67 million, up from last year’s $63 million;
• Public Service Commission – $44 million, up from last year’s $42 million;
• Environment – $39 million, up from last year’s $34 million;
• Tourism and Culture – $26 million, up slightly from last year’s $25.7 million;
• Executive Council Office – $22.9 million, down from last year’s $24 million.
Under the capital works budget for 2015-16, estimates for the 10 the largest budgets and how they compare are as follows:
• Health and Social Services – $94.8 million, up from last year’s $30 million
• Highways and Public Works – $83 million, down from last year’s $111 million;
• Community Services – $54 million, up from last year’s $49 million;
• Yukon Housing Corp. – $27.8 million, down from last year’s $43 million;
• Education – $26 million, down from last year’s $37 million;
• Energy, Mines and Resources – $7.4 million, up from last year’s $6 million;
• Yukon Development Corp. - $6.3 million, up from last year’s $2 million;
• Justice – $5.2 million, up from last year’s $3.5 million;
• Tourism and Culture – $3 million, down slightly from last year’s $3.1 million; and
• Environment Yukon – $1.7 million, down from last year’s $4.6 million.

I'm not sure how much money you can spend in a year is a good measure of a government's performance. A gaggle of 18 year old girls could probably equal or even top this year's All Time High Figure. Impress me by doing more and spending less, but also spend on the right things.

@Moose......I don't work for YG (thank god) but need to comment......there's is so much more to the Yukon than mining.....it's a good thing Yesab is around to watch out for The yukon environment.....EMR could do a little more to ensure miners aren't wrecking it.....that's a fact.
Anyone who is embarrassed by this welfare state should move south......

Nothing wrong with asking what our EMR hardrock mining people are doing everyday at work considering we have only one operating hard rock mine and only one or so advanced exploration projects.
Meanwhile more and more skilled, educated and talented Yukon resources workers in that industry, from all walks of Yukon life including many born and raised here are signing up for pogi. Surely Paz, Kent, Liz, Barr and the others are aware of that?

So much money.. so much bragging.. money seems to be flowing like water. Transfer payments? There will always be transfer payments. There is only 35 thousand people in the Yukon and that's counting little kids... As for mining? trust me, when Ottawa wants money they will sell us off to the highest bidder..oh wait.. they're already doing that..is some of this budget earmarked for reclamation and clean up of the land once the mining companies are done with it?
Soooo much money.. makes me wonder why they are gunning for seniors? The government has robbed us of every single shred of privacy. I went to get my drivers licence and had to provide to some 20 year old a detailed medical. A letter from a doctor saying a person is competent to drive should be sufficient. There is not a medical person in MV, why a detailed medical report? Right now you have to produce a "means' Test to access some of the territorial programs. Every cent you have is hanging out to dry for the world at large to review. These things are embarrassing for an era who did not discuss their hemorrhoids with anyone and kept their private financial matters private. My right to privacy.. what happened to that?
Are the big boys bumping up their salaries and perks? I'm sure out of a billion + dollars they can find a measly million or two to help keep body and soul together when they are voted out.
Between FWs and Alberta imports to work in construction, there doesn't seem to be many jobs for Yukoner's.. When did YTG cancel the Yukoner first hiring program anyway? Is that why the Social Assistance budget is so high?
I know..I wander.. but everyone else already said the things that have to be said about this budget... so my mind wanders to other things. But, things that also should be said.

Anyone else wonder how the Department of Energy, Mines and Resources as well as YESAA etc stay the same size or grow even when we have almost nothing going on in the mining sector? What the hell are they working on everyday? The Yukon Party pretends to be for small government but their actions (or lack of) tell a different story.

Somehow spending free money that a few get from many is good government. If the Yukon Party had to function without the handouts the Yukon would be by a blip on the map. If the rest of Canada actually knew how their tax dollars were being pissed away the would repossess the place.

New names for the YP/NDP/Liberal leaders bad news bears on Apr 4, 2015 at 10:15 am
95% of the time all we get from these three people is bad news. So it is only fitting to call them the bad news bears. It is bad news that we have more money to invest in worthless administration in some parts of the Yukon Government. None of these three people will do anything about it but let the bad news bears senior management actions such as in economic development, public service commission, justice, human rights continue.
So the bad news bears support 80% of the Yukon public money going into senior management's bad actions and senior management pay themselves bonuses from public money to support bad actions.
Will some one break ranks and step up and stop the intentional harm being done by the people in the above departments?

This is a ridiculous figure, now all our government leaders do is beg for more $$ from Ottawa and brag about the biggest budget ever and unfortunately we will now need that much to cover the O@M of the turkeys these guys build. Do they have a magic crystal ball that tells them what projects to waste Canadian taxpayers jobs on? That is about how much common sense I see here. Growth for growths sake is not the way to go, if there aren't viable prices for minerals we won't have mining or for that matter much exploration so quit throwing $$ at it and let the sector stabilize, mining is just as subsidized as parks in the Yukon, but it seems fine to attract exploration but not high paying Greenies, double standard here.
Anyone talking about private industry stepping up to the plate give your head a shake, this is the hardest place in the world to do business. We have to compete with a Peter Principle gov coming up with more crap to deal with everyday, have to keep those gov people at least look busy. Government employees getting gov contracts, competing against funded First Nation govs and last but not least a Chamber of Commerce who champions foreign workers over locals. Time to change the Yukon back into a place where someone could do an honest days work and make a living without a handout from the gov and get rid of this bloated territory thinking they have an economy. I feel like we are a welfare state with all these transfer payments, used to be we got a decent amount to cover sensible projects and provide the basics but now its just embarrassing and I can't find one word to defend this crazy YP party.

Look at people who are anti everything and like living off others hard work across Canada. The Yukon has one of the greatest opportunities to develop a private sector economy but you have the anti development movement that likes living off other Canadians. Then you have the NDP and Liberals who do not understand economic development and are against development or people like the leaders of the other two parties who are government employees. Yukon Party has a lot of business people who worked in the private sector building our economy. The budget is to provide more services to the Yukon people if any of you forgot who are not understanding the facts.
The big problem we have is the waste in parts of the Yukon Government because of incompetent administration. Where is the economic development in the Yukon, First Nation are doing it but that is it. We spend $16 million dollars on economic development and get no results in the expansion of our economic or diversification. We are better off giving that money to First Nations Development Corp. and let them move our private sector economy ahead.
The weakness in the Yukon is the ability to move our private sector economy ahead. We have billions in hydro energy like Quebec, NFL, Alaska and BC.
We need to build trip-part energy accord with Alaska, BC and Alberta to help each other. NFL is doing that with NS, NB and the US.
There is so much negativism written here that it helps nothing. Why are people so negative when we have so much?
I think some people who are negative are just negative people in general so they like to make negative statements which means nothing.
Like the old saying if you can't say anything positive don't say anything.

I can't imagine a worse 'orgy of spending' (good one YTer) but I'm sure the Yukon NDP/Libs would be doing the same or worse with the only difference being that they would be sharing a healthy cut of it with their own well established old boys and girls club rather than the YP's.
Unless we see a few strong independent or green candidates next Yukon election that show a strong fiscal conservative streak I can't see voting for any of the current parties. Epic fail fiscally by them all. In fact we could merge the big three parties together and call it the Drunken Sailor Party because that's how they spend our tax dollars.

I agree with you although another party in power may direct the money we get from the rest of Canada to more facilities and programs which are better for lower income people and people who need social assistance.
It's free, why not spread it around in a manner that benefits everyone rahter than primarily the well off people.

Awesome..our welfare state is being fed more than ever. We should be proud of this? I think not, we are living off of everyone's money from across Canada.
Decorate this place like Disneyland with mega projects that populations of many millions might deserve...we do not.
Living up here now is like any place Canada, zero interest in a melt, but rather make the mosaic so huge...it shades everything.
We should replace "Magic and mystery" with "thanks for the transfer payments".
Mind you that may imply some gratitude for "those southern taxes", seems entitlements have long ago replaced a spore of gratitude.
Matters not which party is steering the ship, it is southern taxes keeping us off the reef.
Whichever party sells you the snake oil, folks it'll never end...the fiscal insanity and ABSOLUTE DEPENDANCE on said transfer payments.

The opposition parties never tell us what they would do if they were in power. All they ever do is incessantly complain about what the government does.
When asked what they would do instead, they always say they can't tell us, because the government would steal their good ideas, but if we elect them we will find out. That's why so few voters have any faith in either opposition party forming a responsible government.

The anti-frackers are like dogs that bark-bark-bark every time anyone walks past their yard. No rational person assumes that all dogs bark incessantly just because a few yappy ones do. In the same way there is no rational reason to believe that yappy anti-frackers represent most Yukon voters.

Really? So why exactly is this a good job? This is an unprecedented orgy of spending. Among the goodies is a palaeontology centre for Dawson. I can think of a lot of things we need much more than that, but hey, it'll put Yukoners to work, right? Well, maybe. Why maybe? Well, what's our unemployment rate right now. As of February, it was 5.8 There a lot or really good evidence that getting below 4% is almost impossible, so let's work with that 1.8%. There will always be a segment of the population who won't work, and then there is seasonal. So really, where are all the Yukoners to out to work? Go to the FH Collins site, there are a lot of out of territory plates there. And that's what we are going to see with this frenzy of spending. And speaking of which, are conservatives supposed to be fiscally conservative? Man, they are spending like some Duncan liberals in Pierre Trudeaus caucus. Fat times I tell you.
The new YP battle cry is "Spend like there no tomorrow". Where is Preston Manning when we need him.

I think the surplus was about $60,000,000 four years ago and now it may be down to $20,000,000 so in fact the Yukon Party appears to have been running deficit budgets (i.e. spending more than they take in). They are throwing money at anything that moves in the hope that voters don't remember: the Peel; Bill S-6; the unnecessary hospitals and their cost over runs; the $38,000,000 high school that will end up costing $54,000,000; the WCC screw up with the footprint pad being larger than needed; the Human Right's abuses at WCC; Pasloski's non-existent relationship with 1st Nations (of course they'll take all the money the Yukon Party throws at them and then vote them out); the Auditor General's reports on Justice; Health and Social Services, Social Services' Branch mismanagement and abuse of authority by those in charge; the ridiculous Clinical Service Plan developed by a friend of the DM at HSS that is doomed to failure; ADM's with doctorates from cereal boxes ... and the list goes on and on.
