Allegations against officers ‘unsubstantiated': report

Members of the Whitehorse and Carcross RCMP have been cleared of allegations of excessive force, assault and unlawful arrest made after they responded to a disturbance in Carcross earlier this year.
Last April 12, police were called to a house in Carcross. They were responding to complaints of an intoxicated male and female "fighting and causing problems at a residence,” according to the Camrose Police Service, the Alberta-based force which investigated the incident.
The two left the home after the owner called police and then walked to the female's residence.
When police arrived at that home, they were let in by a family member and arrested the man on outstanding warrants.
Police say the female then began obstructing the officers in the execution of their duties. She was subsequently arrested.
Both the male and female were taken to the Whitehorse detachment cells and later released from police custody.
Six days later, Whitehorse RCMP received a complaint against four officers, two from Carcross and two from Whitehorse.
The complainant alleged that the two RCMP members who responded to the residence had made an unlawful arrest and used excessive force.
The allegation also claimed that the complainant was further assaulted by Carcross and Whitehorse RCMP members while being lodged into cells at the Whitehorse detachment.
The names of neither the complainant nor the accused officers are being released.
Alberta investigator Sgt. Lorne Blumhagen told the Star early this afternoon that names are kept private unless charges are laid.
"A complete investigation was conducted and forwarded to the Public Prosecution Services Canada office in Ottawa for review,” the Alberta police said in a statement.
"Public Prosecution Services Canada concurred with the investigator that the allegations were unsubstantiated against the RCMP officers from either Carcross or Whitehorse detachments, and the police officers were acting within their authorities.”
