City council gave no second chances Monday evening to an application that would have permitted more housing on Wann Road.

Councillors defeated a motion to reconsider a rezoning application for 40 Wann Rd. with a 4-3 vote.

The application would have changed the zoning from Country Residential 2 restricted (RC2x) to Residential Single Detached (RS).

The motion to reconsider the decision came from Coun. Dave Austin, who was absent when the original vote was defeated in January with a 3-3 tie. Whenever there is a tie vote by council, the issue is defeated.

After arriving back in the city, Austin decided to bring forward the motion to reconsider.

'I don't have a problem with it,' he said at the time.

Coun. Bev Buckway was originally one of the three to vote in favour of allowing the rezoning to go ahead. However, on Monday night, she voted against reconsidering the issue after she learned the application would have to go back to first reading and public consultation again.

Councillors Yvonne Harris and Dave Stockdale along with Mayor Ernie Bourassa, who voted against the proposal in January, also opposed reconsidering the rezoning.

'I think if there are changes to a major area such as increasing the density, it should be part of the OCP (Official Community Plan) where you look at all factors, not just one application,' Harris said.

The OCP, which acts as an overall planning guide for the city, calls for more higher-density housing rather than country residential areas.

Harris noted the designations outlined in the document are too general and don't protect the lifestyle that residents living in country residential areas have chosen.

When the proposal came forward earlier, Coun. Doug Graham argued people who buy country residential properties aren't guaranteed the surrounding area will remain the same.

With the OCP calling for more housing in that area, Graham said the city should permit the rezoning to go ahead.

Bourassa suggested this was a matter council overlooked when it adopted the most recent OCP.

Austin, Graham and Coun. Mel Stehelin voted in favour of reconsidering the application.
