Riverdale bridge repairs could cost $401,000-plus

The work was originally estimated at $377,750.
However, the lowest bid for repairing the bridge in and out of Riverdale came in at $401,525, with council receiving a recommendation at its Monday night meeting that it approve the expense.
“We still have sufficient funds within our budget to pay for the work,” Wayne Tuck, the city’s engineering manager, told council.
The work being done this year comes out of a 2007 inspection which recommended replacing the expansion joints within two years, re-coating the deck with silane sealer and repairing the concrete.
“As such, this year’s repairs include deck patching, silane sealing and deck expansion joint replacement,” notes the administrative report presented by Tuck.
The city received two bids after the tender went out in March. Croncreate USL Ltd. submitted the lowest, while Andco Enterprises Ltd. came in $62,325 higher, at $463,850.
The higher bid was rejected when it was learned Andco doesn’t have the required Certificate of Recognition (COR) or temporary COR now required to bid on such projects. Inconsistencies in the bid were found as well.
“Concreate USL Ltd. submitted a Certificate of Recognition issued by the Alberta Construction Safety Association which has since been accepted by the Northern Safety Network Yukon,” the report to council states.
An Alberta firm, Concreate is also set to do work on the Takhini River Bridge for the Yukon government later this summer.
“Not awarding this contract will result in further deterioration of the bridge deck and a potential for the entire deck to be replaced sooner than forecasted if these maintenance (steps) are not completed,” reads the report, before recommending the work to go to Concreate.
Three other companies picked up tender packages, but opted not to bid on the work.
Council will vote on the contract next week.
Councillors Dave Austin and Dave Stockdale were absent from council’s meeting Monday, with Coun. Jan Stick attending by conference call.
