Silver should remove Goeppel: NDP leader

The RCMP are investigating whether offences were committed in the handling of proxy votes in the Whitehorse Centre riding.

The RCMP are investigating whether offences were committed in the handling of proxy votes in the Whitehorse Centre riding.

“Based on information received, it appears that an offence, or offences under the Elections Act, have occurred,” Elections Yukon said in a statement issued Monday evening.

“The matter has been referred to the RCMP for investigation.”

The investigation was launched after Tamara Goeppel, the Yukon Liberal Party candidate in Whitehorse Centre, organized proxy votes for 10 “vulnerable people” in her riding, the party said in a statement this morning.

Proxy votes are intended for use by voters who will be out of the territory during the campaign.

“Tamara was well-intentioned and genuine in her desire to help everybody have a voice and everybody that’s eligible to vote to vote in the election,” said Laura Cabott, the chair of the Liberal campaign.

“She made a mistake, and that is now being investigated.”

Liz Hanson, the NDP leader and the incumbent/candidate in Whitehorse Centre, did not take lightly news of the RCMP investigation.

Today, she called on party leader Sandy Silver to remove Goeppel from his team of candidates.

“She’s under investigation for violating the Elections Act, she’s openly admitted that she’s done that, her own campaign chair has said that this was wrong, and I think it’s an important thing for the leader to do the right thing and withdraw his support for the candidate,” Hanson told the Star in an interview early this afternoon.

Despite several attempts by the Star, Goeppel could not be reached for an interview before this afternoon’s press deadline.

Under the Elections Act, a voter who knows she will be out of the territory and unable to vote, may permit another person – a proxy – to vote on her behalf.

She can also ask a candidate or political party to find someone to vote for her.

(Voters who live in parts of the Yukon with no highway access to a polling place, or regular mail service, can also vote by proxy, but must do so before the election is called.)

At the polling station, the proxy must declare before a returning officer that, to the best of his knowledge, the voter for whom he is casting a ballot is out of the territory.

Liberal candidates were briefed “a number of times” about voting by proxy, special ballot and advanced ballot, said Cabott.

She was asked whether the Liberal party is encouraging Goeppel to return the proxy votes she gathered.

Cabott said, “The Yukon Liberal Party fully supports the chief electoral officer and that office in their mandate.”

This will be the last Yukon election to allow proxy voting, Dave Wilkie, the assistant to the chief electoral officer, confirmed this afternoon.

The legislative assembly voted to eliminate proxy voting in December 2015. The necessary amendments to the Elections Act will come into effect 30 days after the return of the writ for this election.

The RCMP did not respond to the Star’s inquiries before this afternoon’s deadline.

A person guilty of an offence under the Elections Act could face a fine of up to $5,000, up to one year in jail, or both.

@ just saying. I guess we'll see. Funny thing is everyone I talk to downtown is saying the same thing- they will vote for Tamara because they are tired of the bs from the others. Now that she's proven innocent, those who trashed talked her should feel good about themselves.

Interesting indeed!! Unfortunately I do not have an Elections Act to review and I do not pretend to be a lawyer. I seem to think I have some common sense as well as over 7 decades of experience.
Why should Elections Yukon be able to pass off their dirty work on an overworked RCMP? They have a bank of lawyers at YTG which could assist them in interpretation of the Act. Other YTG Agencies such as Electricians, Gas furnace Appliance contractors etc are investigated and dealt with by YTG Inspectors, charges are normally dealt with by YTG. What is different with YTG Elections Yukon. They seem to be able to make binding decisions WHEN NOT TO CHARGE. How is this different?
If there is evidence of Fraud or other Criminal wrong doing then it may be an RCMP matter. Do Not forget, a criminal wrong doing needs to have INTENT TO COMMIT a wrong doing before a crown counsel will waste the Court's time.

Everyone I speak to, in Whitehorse and in the communities are tired of the YP, the golf course gift $ 750,000, the Peel fight, Bill S6 lies, fights with our F/N friends, drunk driving, all the useless lawsuits, unqualified party buddies who were given big government jobs, Corporations' big debts, it goes on and on. We're the worse economic province /territory in Canada, businesses are saying it's a bad place to do business...Yup let's bring back the Yukon Conservative party,...
that's not what people are saying and I guess we will see on Monday.

Lol, well this makes the choice easy. We can't have Liz in control, anyone who has had to work with her on a project understands why. The liberals are vote fixing and there is like zero chance leadership didn't know about it. That leaves pasloski, which still sucks but at least he isn't going into debt and we all can save us all around $3000 in taxes this winter.

No brainer, yukon party all the way.

Passing this investigation off to the Mounties looks like a delaying tactic to me. The Elections office has the responsibility and the authority to decide this matter, but decided to punt it rather than make a decision before election day on Monday. I don't anticipate the RCMP to announce the results of their investigation before the polls close, and if they do it will be a non-decision due to the lack of evidence to demonstrate a purposeful violation of the Elections Act. Everybody walks away like nothing happened.

If that wasn't true, Currie Dixon should force Darrell Pasloski to resign for all that shady business he's been alleged to be involved in his own riding. Where are the CONservative values???

Elections Act 106(1): If an elector whose name appears on a list of electors for an electoral district is qualified to vote in the electoral district and HAS REASON TO BELIEVE that voting may not be possible because of absence from the Yukon, the elector may by proxy application in the prescribed form....

@Moose Dr -- Tamara doesn't give anyone the "right to vote". Our constitution does. Maybe it was a slip on your part, but it does seem of a piece with the thinking that what Tamara was doing was innocuous. Or to put it another way -- sheesh, it's really hard for some people to get their heads around the fact that nobody has to answer any skill-testing questions to cast their ballot. Sooo many rocket scientists here, so little common sense.

I seem to recall the NDP rounding up votes in tent city last election. So perhaps that's enough of this 'holier than thou attitude' from Liz. Also, until someone attempted to cast those proxy votes, nothing that we know so far has been illegal. I hope the RCMP comments soon on why they are involved.

Tho well intentioned, it's clear that Tamara's actions could constitute an offence under the elections act, it's way worse than a simple mistake. Much as it hurts, Sandy needs to let Tamara go, before it becomes the thing that proves the Liberals undoing. it's not the hill to die on, and it's not an "oops, sorry, my bad" and carry on moment that I keep hoping it could be. What a nightmare.

I think the proxy votes in question need to be given to Elections Yukon ASAP.

It may have been somewhat of a mistake but it's now a RCMP investigation and Tamara and the Liberal Party should react in the least damaging way.

Tamara is likely a nice person but this has gone too far.

Liz has been very restrained over this, considering other politicians would have seized the moment to be much more aggressive. So good for her for keeping it civilized. I think her rationale is valid, in calling for Tamara to resign.

While I concede that what she did was wrong, she should not resign. The Yukon Party has done SO many more unethical things-- having a drunk MLA in their party and not kicking him out, the golf course back door deal, to name a few. Tamara has a lot to offer and she did the wrong thing with the right intention, end of story.

There is a saying "The pathway to hell is lined with good intentions". Ms. do gooder Goeppel via the kindness of her heart messing around with proxy votes is both deplorable and plainly dumb. Absolute b.s. and back peddling saying it is to help out vulnerable people, in her own riding I may add. She had no business doing so.

Her party stating "She made a mistake" well obviously a huge mistake so great it is now in the RCMP's hands. Do we need someone with such poor decision making abilities to become a possible elected official?? Hell no. Elect her, and let her disregard conflict of interest policies, real or perceived while making big bucks on taxpayers backs. Should be swiftly terminated from any candidacy in this election by Elections Yukon, above and beyond any outcome from the police investigation.

She has shown very, very poor ability and should have the grace to withdraw as a Liberal Candidate for this election. Her direct deplorable actions will cost votes not only in her riding, but many Liberal votes I'm sure. You may as well call this an HUA action, or Head Up A**.

What stupidity.....and the party that has her back equally so. I'm surprised the corrupt YP didn't recruit or desire her first, make her a Minister, after election then fire her like Val Royale.....who surprise! switched colours and is now a Liberal. These people are beauts for sure. Yukon, where a nobody can become a somebody should be our motto.

Damn..and I liked Tamara too.. but even I know she's too smart to say "I didn't understand what I was doing..my heart was in the right place".. While I personally don't care for Liz, I have to admit she has always been right up front and honest.. at the end of the day, there is nothing sneaky about Liz.

I am really disappointed about Tamara.. and the Liberal party too... the YP lets MPs pick up DUIs..with no consequence, among other infractions with no consequences.. I would have expected the Liberal Party to say, "We are pulling Tamara out of this campaign, we'll mentor her in the party and she can run again later.." indeed.. they could have said anything that didn't look like they were ok'ing any tactics to get elected. Makes the whole party look bad when they fail to police their own as it were.

Libs have irritated me over the Mobile Home situation too. Kate White worked two years on the problems trailer park tenants face, and the Liberals walk in last week like it's all their idea? Oh..i thought it was a crappy idea anyway.. the Liberals sound like they would offer a subsidy to the park owners...so now, they get to jack up rents AND collect from the Government? Why doesn't the government just buy the park, buy out all the trailers, then rent them back to the occupants under a Yukon Housing sort of agreement? They had 8 million dollars to throw away on a soccer field, millions in personal travels for "business".
