Construction of operations building is imminent

Mayor Dan Curtis is expecting construction of the new operations building will be underway in the coming weeks.

That became evident Monday evening after council voted 5-1 in favour of awarding the $39.2-million contract to Ketza Construction.

Coun. Samson Hartland attended the meeting by conference call. He was the only council member to vote against the contract award, reiterating his opposition to the overall project.

Hartland has stood firm against the building of the 11,429-square-metre building.

He has argued the city could pursue other alternatives, including leasing space available around the city rather than pursuing a plan that will see the city borrow up to $18.8 million for the new building.

Hartland has voted against each contract involving the operations building.

As it was highlighted in the report brought forward by engineering manager Wayne Tuck:

“The city retained RDH Architects as the lead consultant with a team of local Yukon sub-consultants to design the building and oversee construction.”

Lease agreements have been put in place with the Yukon government for a piece of land required for the building, and with Northwestel Inc. for an access road off of Range Road toward Two Mile Hill.

“Site development work completed to date includes construction of an access road to the site, supply and installation of water, sanitary, and storm sewer mains, relocation of existing power poles, and the relocation of Northwestel’s equipment and materials necessary for the new access road,” Tuck noted.

“The access road includes asphalt paving and concrete curbs, gutters, sidewalks and bike lanes. The remainder of the surface work will be done as part of the operations building construction contract.

“A budget amendment approved in April saw the building design expanded to include the transit department administration staff, drivers, and the storage of all the city’s transit buses. The revised budget is $54.9 million.”

That figure includes the costs of construction, consultants, engineering, project management, permits, contingency allowances, budget for future work, and fit-out for furnishings and equipment necessary for the building, including an allowance for artwork.”

As Curtis was quick to note Monday though, the city will save nearly $4 million over what it had expected to spend on the construction contract. Estimates had pegged the contract at around $43 million.

Ketza’s was the lowest of four bids to come in on the project.

Bird Construction submitted the highest, at $50.5 million.

In the middle were bids from Wildstone Construction at $42.3 million and Clark Builders at $42.7 million.

During the meeting and in speaking to reporters after the session, Curtis continued to comment on how pleased he is that the lowest bid came in significantly under the estimated cost.

The contract is going to a local company that employs Yukoners, the mayor pointed out.

He noted the project’s eligibility with the Business Incentive Program through the Yukon government.

That will mean Ketza and any subcontractors will be eligible for rebates should they hire 80 per cent Yukon labour on the project.

“This is just like a fairy tale,” Curtis told reporters after the meeting as he reflected on the contract coming in under the estimate and being awarded to a local company.

The building will see numerous efficiencies for city operations, it’s been stressed.

Among the structure’s features, Curtis pointed out, it will boast the largest distribution of solar panels on a building in the Yukon, making it more energy-efficient.

“Operational efficiencies is one of our top council strategic priorities,” he said in a statement.

“We strive to meet resident needs in a cost-effective manner, while ensuring a high quality of service and standards.”

Other council members voiced their support for the contract award.

Coun. Jocelyn Curteanu said she’s “thrilled” with the contract being awarded on a “long-overdue” project.

Coun. Betty Irwin recalled discussions about the project happening when she was first elected to council in 2009.

She said she is “just delighted this is happening.”

Meanwhile, Coun. Dan Boyd acknowledged his previous vote against going to tender on the project in opposition to the addition of the transit department to the building plans.

That said, he noted, he was defeated in that vote. The project went to tender and the city has received qualified bids on the project under the estimated cost.

There’s “no good reason not to” go ahead with it, Boyd said before voting in favour of the contract award.

Along with endorsing the awarding of the construction contract, council passed third reading on the bylaw authorizing the borrowing of up to $18.8 million for the project through an agreement with TD Canada Trust.

Hartland was the only member of council to vote against it.

Coun. Rob Fendrick was absent from Monday’s meeting.

Over time they have come up with all sorts of comments referring to the buildings they are moving out of. Referring to them as assets that they will get rid of to differ costs, repurpose some and move people around, save money because of increased efficiencies.

All smoke and mirrors completely. This new building is about ten times the size of the old one. They will say that the cost per sq. ft. is lower but it will be much more in total coat, it is absolutely huge. No business designs a shop big enough for everything to go inside at night. Checkout any trucking company, that is ridiculous. Also tell me what it will cost to bring in all of those graders, dump trucks, buses and pickups and lord knows what else @ -40 The many furnaces will never quit. Then in the morning open all 28 Doors and let them all out again.

As for the sale of these buildings to offset expenses. HMMM wait for the environmental clean-up, asbestos and the like. There will be nothing left.
The Big Boondoggle. I can't wait for the next election.

It has to go somewhere but your points are well taken.
The City will likely route ATV and snow machine trails through greenbelts to the new building so employees can commute to work on sleds and ATVs and reduce traffic on the roads a little; employees can get out on the trails from work during their breaks and drive their sleds to the curling rink. They thought this all out Johnathon.

I do not think it's so much building a castle as taking hold of an idea and running with it.

@Johnathan Are you suggesting that all heavy vehicles be banned from that intersection between 11PM & 7AM? Have you gone to any city councilors with your concern? What about the traffic control committee? No? Just another bellyacher. What are your solutions?

No comment on the new building. It probably would not be nice. Anyway, there is no mention of the old properties and if they are to be disposed of. And how much value they have. And if this new setup is to be more "efficient", what are those savings and where will they be realized?

Well well, that castle will not stay within budget ! There will be cost overruns
as usual and we will get slapped therefore with more tax increases (that's the only way they can think in terms of increasing revenue).

But what was is most disgusting to me (no matter what others might think), with all the cost overruns the taxpayer have to deal with, they cannot donate even
$ 5,000.00 for BC. Mayor and Council - you should be ashamed (if you have a conscience).

Does this mean the equipment that operates at night will be constantly going through the intersection of 2 mile and Range? You know, beside a residential neighborhood?
Does this mean that one of the busiest intersection in town will get more traffic, despite the terrible light timing controls, rush hour traffic, and nearby residences? (Not to mention the deterioration of road in that intersection doesn't seem like it's going to get remediated anytime soon.)

Does this mean that we can have a debt that can be used to justify further increase in taxes?

In my view, CoW councillors and bureaucrats have been living entirely in a fairy tale.

Get ready for more tax/fee increases, fellow Whitehorse residents. Decades of them to come.

It is time for Samson Hartland to get over himself. Yes, we all know you are opposed to this project. But you lost that battle a long time ago. The project will proceed because, whether we like it or not, that's what the rest of council decided. Now it's time to stop sulking and do your job. Participate in the decisions related to this project. Sometimes we don't get what we want. Suck it up sunshine and act like an adult. Otherwise, if you are going to refuse to actively participate in the decisions that must be made about this huge project, then pack up your toys and go home (resign) because this sulking is not why you were elected

In regards to your headline...was there any doubt?
As soon as "they" open their face to tell "us" peasants what "they" would like...predetermined outcome...."THEIRS"
My disdain of the fools aside, they could not give a rats a** about the folks who put them there...nor the debt load we carry.
Our current administration and a few prior are the very definition of arrogance and tone deaf. Folks never underestimate the ability of a civic government to destroy a community and saddle it with debt.
Ours was destroyed in just a few administrations, never mind generations.
Enjoy your new building.
Expect that an a**hole as I rife with disdain for you and political ilk, will come by to inspect "our" new art.
Good luck at barring me or shutting me up.
In particular our mayor....Should I have called it the king, since it is fiefdom governance not "we the people".

Cue the pundits in 3...2...1...

"It'll go to a huge Outside construction company!" - Nope. Local.
"It was bid low, but the overruns will be enormous!" - As a taxpayer in Whitehorse, I sure hope not, but starting at $39 million from an estimate of $54 million definitely gives some wiggle room.
"King Dan's "Castle on the Hill" is still a waste of money and resources!" - Go visit the repair shop downtown. It was outdated 30 years ago when it was Cassiars. Then take a trip across town to Marwell to the bus barn and watch the buses idle outside because there's nowhere to park them inside.
"They should have looked at leasing something already available!" - Have you tried finding a building large enough for something like this lately? Last I checked the Volvo dealer is working out of a tent down in McRae and I know of at least one other company that's been looking for a lease (or reasonable build-to-suit) for over 5 years now with no luck. If you want a shop, you need to build it yourself here!

I've got high hopes that this one doesn't get messed up, but I'll believe it when I see it!
