Carbon pricing heating up into campaign topic

The Yukon Party pilloried territorial Liberal Leader Sandy Silver Monday, saying in a statement that he “won’t stand up for Yukoners” and negotiate with the federal Liberals on their plan to impose a price on carbon across Canada.

“Silver’s abdication of leadership on the issue follows comments from the federal government that they want to impose a carbon tax in the North – despite opposition from all three territorial governments,” reads a Yukon Party news release issued Monday afternoon.

The Yukon Party’s rebuke flows from an interview Silver had given to CBC radio earlier in the day.

The Klondike MLA said the territory must accept that a carbon tax is coming, and no matter who wins the election, that government will have to figure out how best to implement it when it arrives.

“Imagine if the GST was coming in this year and the premier said, ‘no, we don’t want to pay it because it’s going to make diapers more expensive,’ Silver told the radio network.

“It’s coming in,” he said.

“What the premier is doing is sticking his head in the sand and deciding not to even talk to anybody about this.”

The Globe and Mail reported Sunday that Prime Minister Justin Trudeau intends to establish a minimum price on carbon nationally ahead of the United Nations summit on climate change in Marrakech, Morocco in November.

Silver was not available this morning to respond to the Yukon Party’s statement.

But in an interview with the Star last week, the Liberal leader confirmed that his party is “not afraid” of carbon pricing.

“(The Yukon Party is) saying no to carbon pricing, as if this something they can say no to.”

Silver said he wants to speak to Environment Minister Catherine McKenna about how the government can keep carbon tax revenues generated by Yukoners inside the Yukon.

“We want to be on the right side of history when it comes to a low carbon economy,” he said.

The Harper government committed in May 2015 to bring down greenhouse gas emissions by 30 per cent below 2005 levels, by the year 2030.

According to The Globe and Mail report, McKenna, has no plan yet to set a more ambitious goal, but pricing carbon will be how Canada hits its 2015 target.

Indeed, a minimum price on carbon will be set for any province or territory that doesn’t devise its own carbon pricing scheme, either by way of a tax, or a cap-and-trade system, she said.

What exactly that minimum national price will be has yet to be seen.

Ultimately, as an April 2016 report from the Parliamentary Budget Officer points out, the impact of a national carbon tax will depend greatly on how local governments decide to use the resulting revenues.

Despite a carbon tax seeming inevitable at this point, Pasloski remains firm in his opposition to the levy.

“My job as premier is to stand up for Yukoners. It’s expensive to live in the North already. A tax on carbon would make everything cost more money,” he told the Star this morning.

The premier said he plans to reduce emissions by retrofitting buildings and homes to make them more energy-efficient, as the government did with its main administrative building in Whitehorse.

That major renovation is projected to save the government $250,000 a year in energy costs and reduce emissions by 425 tonnes of carbon annually, the premier said in a July 29 letter posted on the Yukon Party’s website.

Already, Pasloski said, most of the territory’s electricity comes from hydro power.

“If it’s actually about making a difference in Yukon, if the federal government could partner with us to make buildings more energy-efficient, they will use less fuel to heat them, they will emit less greenhouse gases, and what we’ll also do is we’ll put lots of people to work,” Pasloski told the Star.

“It’s the exact opposite of what you’re seeing with a carbon tax.”

Of course, Yukon residents would have to contribute something to the cost of upgrading their homes and workplaces.

The investment, Pasloski assures Yukoners, would be worth the returns families and businesses would see with a future of lower heating bills.

As for the carbon coming from cars and trucks, which are another major source of emissions in the territory, the premier said the government is doing its part and adding more energy-efficient vehicles to its fleet.

“You know what? We live in the North, our communities are separated by vast distances; as I said, there are no options.”

Asked what he would do with the revenues from a carbon tax, should one be imposed on the territory by the federal government (would he ensure those dollars remain in the Yukon?), Pasloski replied simply:

“We are 100 per cent opposed to a tax on carbon.”

Seeing is believing. We have seen anything yet.
Lots of talk no action. Yukoners can't be fooled by hot air.
Let's change out all the heating oil.
It's a start. Don't forget you will have to have an industrial adjustment fund to do that.
That is pay for the companies you put out of business.
Transportation is next. How are going to deal with it?
1/3 of this is U.S travelers going to Alaska and tourism in general.
Close the tourism industry and toll the Alaskans.
Mr. leader you have a lot of thinking to do.
Liberals own data shows a carbon tax will kill at least 250,000 jobs in Canada.
Any increase in taxes or new tax kills jobs.
It does not create jobs as liberals would like us to think.

First off we need to look at the WHOLE picture!!!!!

Canada accounts for 2% of the whole CO2 emissions produced in the world, while china leads the way at about 27% and the US second in line at 17%. Canada does have the highest per capita emissions so we are in the top ten countries. When I mean we are in the top ten highest GHG producers I mean we are tenth by about 64,000 thousands of CO2 tonnes per year compared to Brazil.

If you go to this link https://www.ec.gc.ca/indicateurs-indicators/default.asp?lang=en&n=18F3BB9C-1. You will see that the Yukon and the other two territories don't even show up really on the graph because we produce very little emissions compared to BC, Alberta, and Ontario. You will also see that the Yukon has cut their emissions from 2005 down according to the 2014 stats by almost the 50% that our territory has agreed to do by 2030.

We currently already pay a carbon tax in the Yukon because all of the goods trucked up to the Yukon are coming from BC or Alberta where there is a carbon tax in place. By adding a carbon tax to the Yukon or any of the three territories we will be paying more then double what people will be paying down in BC or Alberta yet we have substantially reduced our carbon foot print to date while other provinces have gone up.

Premier Pasloski, McLeod, and Taptuna all are standing in a united front regardless of party politics to say no for a reason. The cost of living will significantly increase causing the poor to be poorer. We as Yukoners regardless of party politics have to stand together and say enough is enough. We pay taxes and by increasing our taxes by adding a carbon tax, we will require more money to help the people that are homeless or jobless.

Premier Pasloski, has placed some of the best programs in Canada to encourage rebates on energy efficient appliances and renewable energy (like solar and wind options for households). If you spend the time and research our programs and the programs available in the rest of Canada you will see that we have the best programs out there in our country.

So ask yourself why does Mr. Silver support this? He was my Math teacher in school I would like to think he did a good job teaching me math but every time I do my calculations they come out with Yukoners and more specifically Dawsonites and rural Yukoners with a much poorer economic outlook in the future. Maybe instead of listening to Ottawa and supporting what they want, he should listen to what Yukoners and his constituents want before commenting on being PRO Carbon tax. Say NO to Carbon Tax and Vote!!!!

A carbon tax will do nothing to prevent our planet to overheat unless it would be about 5 bucks per liter and the moneys collected would be immediately invested into alternative renewable energy technology and not just evaporate into the totally bloated government bureaucracy.

Pretty sure Kate M, that you do not speak for all Yukoners on this issue either. That's not the way democracy works.

It is disturbing the way some think that a carbon tax is the ultimate solution to dealing with AGW and push for it in ways similar to the prohibitionists of old, demanding banning and sin taxes and sometimes even police state policies. There is a religious fervor about them. Condescending, smug, paternalistic and near totalitarian at times. You're either with them or you're with the bad guys to borrow a phrase from George W. Bush. Scary. No wonder so many normally reasonable and intelligent people get turned off and go over to the Denier camp.

There are other options to a carbon sin tax to reduce our territory's GHG output and there is no reason why we cannot press Ottawa to exempt us from any federal carbon tax if we diligently and intelligently reduce our output of GHG's to levels similar or above what is estimated for a carbon tax.

Wasted money is wasted energy which puts unwanted GHG into the atmosphere. That is obvious but nobody wants to talk about eliminating waste. Not as sexy as a carbon tax. Before we talk carbon tax we should for once seriously look at streamlining everything - government, business, our homes and every other aspects of modern society. We've also forgotten about the 3R's. Not sure why. Guess it too is not as sexy as a carbon tax. Same with dealing with overpopulation and the economic divide caused by poverty, war, lack of education and poor health globally.

Time to use our brains to make a cleaner planet with real action, not dip into people's wallets to bloat government or ensure that senior government minions, champagne socialists and corporate big shots can jet-set around the world for nice lunches at elite meetings on other people's dime.

If anyone believes they're not paying enough taxes for their 'fair share' then they're welcome to return their income tax refund every year. Perhaps that will make them feel less guilty about their insatiable consumption of products made in Asia by pollution spewing factories. Maybe then they'll leave the rest of us alone, to get on with our lives as best we can, with what we manage to hold-on-to after taxes.

The energy I use is 90% renewable and my vehicle doesn't pollute. My eco-footprint is 1/5th the Cdn average... Like many Yukoners I'm doing more than enough already. So take your carbon tax scam and stuff it where the sun don't shine.

We know the YP doesn't listen or respect the advice of my family but maybe the former Premier should try and be a little more tactful and actually try negotiations, a little give and take instead of always ending up in court spending our tax dollars on losing causes. Instead he draws a line in the sandbox.... So what now, the YP gonna sue the federal government because they impose a carbon tax? We're kinda afraid the YP attitude will result in reduced transfer payments. The YP attitude with FN's and environmentalists has already resulted in worse economy in the country, the only straw left is our federal transfers.

Will somebody please explain to me how Yukon is causing a carbon hazard to the world. And how it is helping to create climate change. The environuts can never give an intelligent explanation. I came here in 1975. Almost everybody had wood stoves and or oil burners to heat their houses. We always bragged how clean the air is up here. Now lefty environuts are coming up here to get away from the big polluted cities down south and the the first thing I hear from them is how Yukon is so dirty. I have an idea, why not go to China where the pollution is low and the air is sooooooo clean and fresh. The Yukon is not dirty - never was and never will. The only thing that pollutes it up are the complainers. Go home and leave us alone.

Then you will see a carbon tax that Ottawa will keep to spend somewhere else.
Then you will see an increase income tax.

If that's not enough you might see a sales tax.

Bottom line, unless wages and work availability go way up, our household cannot afford any more taxes. Many other Yukon households as well.
My big concern with a carbon tax is that the money collected will not be wisely spent.

Would like to see us go back to working harder on the 3 R's to reduce our CO2 footprint. Waste and inefficiency is higher than every. Especially in government. Not good.

Taxation impacts a few, inflation gets us all and adding a carbon tax is inflation as everything Yukon consumers purchase comes up the highway in a fuel burning truck. Food, clothing, medications, building supplies, even more fuel.
The real concern for me if the Liberals form the next Yukon government is if Mr. Silver has the courage and capacity to stand up to the federal Liberals and do what's best for we here in the territory rather than dancing to the tune the Tatter-Tot PM plays. Yukon does not need a puppet government leader controlled from Ottawa, we have Larry for that.

Climate change will make everything cost more. And will get pretty hard to ask for federal handouts to fix our crumbling highways, flooded infrastructure etc. when we aren't doing our part to meaningfully address climate change.

A carbon tax is in fact the most conservative approach to reaching the goal of reducing Yukon's GHG emissions. Even the right-wing BC Liberals know this and have made a revenue neutral carbon tax work.

Looks like this Premier would prefer to continue funding bloated bureaucracies that set targets they never meet and creating totally inaccessible and insufficient incentives for energy upgrades. Now THAT costs more, besides being totally useless. YP's track record on GHG reductions from own operations, let alone the Yukon, is lousy.

Yes, it is true that 95% of our electricity is from renewables, but electricity is only a small slice of our energy pie up here. The bulk of our energy comes from burning fossil fuels (11 B-trains a day into the Yukon). Enough of this simplistic BS. We're not stupid. Get with the program Paz or better yet, let us push you out of the way before it's too late.

Let's face it folks, today it's carbon tax, tomorrow it will be a refugee tax etc. Our only hope for now at least, is to stick with the right wing anti-globalists. I have been watching - with fear, this whole left wing agenda since the 1960s. I just wish the young people of our nation today would open their eyes to the dangers of globalism that's coming. There is a lot of truth out there on the internet. Start digging for it.

Paslowski is NOT STANDING UP FOR ALL YUKONERS on this issue. That is, and has been his very mistake all along...to assume that he speaks for all of us. NO, he does not. I welcome a carbon tax. It's time we paid the price for the commons, real business, the real cost of of doing business, and towards mitigating GLOBAL climate change. As a territory, on this issue, we are obliged to stand with our country and the globe. When it comes to oil and gas, Paslowski feels we should cough it up for the country. What about climate strategies? Is it not time to rein in and cough it up for the survival of the planet and our children (regardless of our small footprint)? Come on leaders....lead!

The Federal government is broke, and 40 BILLION dollars in debt, with a PM who keeps spending money like water oversea's. That is to say, spending money that Canada will see NO return on. (in addition to the 3 BILLION he spent in the first 3 months in office, https://www.libertarian.ca/wastewatch he just committed another 357 million to Africa and thats not including Finance Canada or the Foreign Trade Zones that we are supporting.

No matter what they say they are going to do with the money, they are going to use it to pay Canada's bills, and when the banks won't float us any more, and Trudeau can't print more paper?? I don't know. The new Greece? So, Silver is right.. that tax is coming and cuts in service as well as more hidden taxes. Another way they are raising money is through hikes in income tax. For instance..say the bench mark used to be 20% on 30,000 of income. Now it will be 20% on 15,000 of income. They can say they did not raise personal income tax at source, but in reality they raised it say.. 7%...

Someone has to pay for Trudeau running off at the mouth.. and if you have a job thats going to be you. (and me) Look for a carbon tax, hikes in income tax, sales tax, air tax, water tax, mandatory premium's on health care, hikes on that premium. Seniors can look at a LOT of 'descripting". Thats when your doctor cuts you off your medications. (That is already happening all across Canada.) Students can look at any government sponsored programs being harder to get. This is also already happening.

Presently, 7.2 people per 1000 are leaving Canada, the highest emigration rate in the world.
If you have a job, hang on to it. I think we are in for a rough ride.

On a positive note...it was sure a nice day.

This tax on carbon is nothing but a blatant scam. Hopefully old scamdy will explain to his constituents exactly how much his weather scam will cost them. Any one who believes that paying money to the government will somehow magically change the weather needs a head exam. People that vote for this nonsense are so blind to earth science it boggles the imagination. Fact is every person on the planet exhales 1 kg of carbon per day. Eliminating 2 billion people from the planet should be the real solution to their phoney problem.
