Members first heard of issues from a delegate, then discussed the possibility of working with the territory’s Department of Education on a review of pedestrian safety around schools.

In her presentation to council, Rachel Grantham questioned whether the city has given any thought to changes that could lead to safer roadways: maybe asking the territory to open up the Motor Vehicles Act for amendments that could allow bylaw officers to pull over drivers who are speeding, among others.

“What can we change?” she asked. “I want to see our city be safe.”

Throughout her presentation, she described a “culture of speeding” in Whitehorse.

Recently, when attempting to turn left on a green light from Chilkoot Way onto Two Mile Hill, Grantham was stopped by someone honking to get her attention.

She soon realized that another driver was blowing through a red light and would have hit her vehicle had she not stopped.

Had the other driver in the area not honked, she said, she would not be sitting before council right then to talk about her concerns.

“It was incredibly alarming,” Grantham said. Drivers should be able to assume that when a light turns green, they will be able to move into traffic.

She then also relayed a story of overhearing two people talk in a coffee shop, essentially stating that they speed whenever they drive.

Perhaps they might not say that so loudly now, given the tragic collision of April 6 on Highway 35 in Saskatchewan that killed 16 people who were part of the Humboldt Broncos hockey team and on the team’s bus at the time, Grantham said.

Nevertheless, there remain many drivers who continue to speed through the city, she pointed out.

Grantham went on to state her frustration in the “constant push and pull” between the city and territory in determining which government is responsible for various aspects of road safety.

Is there not some way, she wondered, for the two governments to work together on the matter? There are concerns around school zones and throughout the city, she noted.

Council cannot respond directly to concerns brought forward from a delegate. However, administration was asked to respond by email to Grantham with details on various initiatives underway.

Coun. Dan Boyd and Mayor Dan Curtis asked that aspects around a bylaw review look at the issues and a resolution being brought forward to the Association of Yukon Communities calling on the Yukon government to amend the the Motor Vehicles Act to help address such issues.

The proposed school mobility review would see the city and territory work together to address safety issues around schools.

Taylor Eshpeter, the city’s acting manager of engineering services, brought forward a recommendation that the city move ahead with the initiative that would see a review of school pedestrian infrastructure and an implementation plan.

The Department of Education would provide $28,477 for the project, with the city putting in the remaining $15,523.

Eshpeter said the city’s traffic and sign committee receives many requests from school committees and the general public to make improvements for pedestrians around schools.

City staff contacted the Department of Education on the matter “... and they have indicated that pedestrian safety concerns in the vicinity of schools is a high priority for them as well, and that they also have challenges around prioritizing implementation of potential improvements.”

It’s noted the initiative would include recommendations for improvements with an implementation plan that would prioritize those improvements.

Among the benefits of doing the study, Eshpeter highlighted:

• improved efficiencies;

• consistent data collection and approaches;

• the opportunity for the city and territory to collaborate;

• funding from the territory that may not be available down the road;

• the ability to prioritize locations and improvements through a standardized method; and

• the ability to collect information now while school is still in session.

It will be another week before council votes on whether to proceed, but some members are already highlighting the importance of the project.

Coun. Rob Fendrick, who attended Monday night’s session by conference call, said the city has already heard “loud and clear” from parents with students at Jack Hulland Elementary in Porter Creek of the significant issues for students crossing 12th Avenue to get to their school on Fir Street.

Fendrick said he welcomes the study.

“It’s well-needed,” he said.

Similarly, Coun. Samson Hartland pointed out that the city often hears concerns from parents and school councils around the city.

He questioned Eshpeter on how the city would ensure that school councils are involved with it.

Eshpeter noted that while the details on input opportunities haven’t been worked out yet, there will be efforts to ensure that every organization that wants to have input will be given that opportunity.

In an interview after the meeting, Curtis also highlighted the work underway to improve road safety. That includes the resolution being put to the AYC at its annual general meeting next month in Dawson City.

He also noted the school mobility review could help in prioritizing what areas need work done to improve pedestrian safety.

He pointed out there’s already “a tremendous amount of information” available on various school areas through the concerns that have come in to the city already.

That information can be combined with the input that would come in through the potential review to help determine where efforts should be made first.

Curtis was also quick to emphasize that safety concerns around schools don’t end when school is done for the summer.

As he pointed out, during the summer, the grounds are often used by kids who are looking for a place to play.

“The concern is all year long,” he said.

Council will vote on whether to go ahead with the school mobility review next week.

by a mirror on second AVE just off of main street because the street is not wide enough for parking on both sides. But City hall does not listen to city residents.

Stopped at the A&W crosswalk for three guys on Saturday, when someone in a maroon truck flies by going at least 75 to 80 kph and nearly clips one of them with his side mirror. The guy continues to drive through traffic, weaving in and out to get past everyone.

Everyday I see this, even when I am the pedestrian, people not slowing down or stopping for people crossing.

I have the misfortune of having to walk Lewes daily with my dog for the past 2 years. I don't recall ever walking and NOT seeing some idiot doing at least 75kph the whole way to or from Grey Mountain School. SLOW DOWN!

Just a minute you guys. Walkers should wait until it is safe for them to cross. If there is even a possibility that someone doesn't see you for whatever reason, do not venture into the traffic.

Furthermore, I do not want people stopping for me at a random cross walk on a four lane road. I want to cross when no-one is coming and I will make that decision. When the lane closest to you stops the inner lane can't see you. To many people feeling that every time someone walks up to a corner it is absolutely necessary to stop immediately. Sometimes they even stop when I am not even crossing for crying out loud.

@ bandit. At a loss for words? Think about what I said for a minute or two. Every time you stop at a light, look over and see what other drivers are doing... most looking at their phones, eating a burger, smoking a cigarette, makeup, petting the dog..on and on. You gonna bust everyone? You need to promote defensive driving, get with the times. It is what it is.

Big problem is unmarked pedestrian crossings, stripes on road are not enough for major areas, but nothing seems to work here. Even crossings with flashing lights are ignored here. Flashes should only be needed where there is no intersection as on 4th, they are not possible at every intersection, but we all know people are allowed to cross there so why isn't attention paid? Every time I stop to allow someone to cross, even with flashes, I live in fear that vehicle in other lane is too dumb to think why I have stopped so they don't and may run the crosser down.

Hey Groucho...you ask why we wait for someone to die?
Good question, however many HAVE died in our stellar traffic.
One was even run over fatally in front of that hall of genius “city hall” in recentish times.

In my mere opinion, it truly is malfeasance on many levels...not just M division.
Those folks that the sheep rely on for safety, and a safe community are far too distracted with Marxist social engineering to really hold a concern.
Maybe those same folks hold my opinion that this place is a cess pool beyond repair, and how the waste gets to the drain...really matters not?
Call it a rant I care not, it is my opinion on this particular issue.

I truly do believe if our time was in the zero regulation times, like looong ago, we as a community would be far more harmonious and cooperative.
Why, because there would be reaction from your others in the community when jackassery appears in those selfish, narcissistic, cavalier and carefree fools.
...whom actually create the carnage, imagine such a fine time.

Somebody wishes to roll through a stop sign?
Sell their vehicle to their insurance company, the idiots bones may heal...stop wasting your brakes.
Yes many HAVE died, seems even fewer seem to care.

I've started doing this, and they do take action if they have details (license plate, make of vehicle, description of driver if you can give it). If more people got warnings, inc a call or a visit from an RCMP officer, they might think twice about speeding and 'stupid' driving.

No one has mentioned the one driver that makes us all crazy. The person who texts in Tim Horton's drive through, becomes distracted and doesn't move ahead. We Canadians are too polite to honk. #@&&!!*

Slow drivers are just a problem too. Who wants to go 70 in a 90 zone or 50 in a 70 zone. Slow drivers should be fined plus the no motor bikes.

Instead of pretending to be perfect drivers, why don't you do like most of us do and realize the technological changes we live in, cars are easier to drive, they have warning sytsems, cells phones are not going away, distracted driving is real , so get used to it , adjust and learn to drive defensively.

Everyone one is right.. drivers here are just terrible..they don't signal, they run stop signs and red lights.. sat behind someone at the 4 way on Mountain View sit through a green light.. head down..I'll assume he was texting.. he didn't move until someone behind me laid on the horn and he went through on a yellow..so, but I have also seen bikers weaving in and out of traffic on 2nd Ave at 4:30 in the afternoon, and pedestrian's jump off any curb and try to run across the street to beat a vehicle that is turning...I don't know what the answer is.. dying themselves or killing someone else seems like a poor solution, yet might be the only way some drivers will learn...

Just generally speaking, Whitehorse has gone to crap.. stealing, B and Es, hit and run on your car, not paying their bills.. what the hell is that about now? People hire you to do a job, then don't want to pay you.. I saw a couple come down the booth isle at Boston Pizza and she reached out and took a tip off the table..come on.. robbing a waitress? Running stop signs and speeding through school zones, road rage.. all of it.. symptomatic.. our entire society is not well atm.

Seems a common topic of interest, our stellar traffic?
If I may...no need for new laws or cameras peppering our village.
We just need a myriad of current ones enforced by the enforcers.
CoW Bylaw dept really should be defunded, they already wasted heaps of tax dollars reaching for power they choose to not use.
Our Mounties unfortunately are very very busy with their contribution to the very common B.O.L.E. Syndrome Canada is infected with.
So much of their time is completely wasted, babysitting adults that seem to never get it. Given our peaceful healthy community, it is quite a moral dilemma...cops to sleuth for violence and wandering homicidal maniacs.
Seems we have much and many at large.
Or a squadron of traffic cops, raising more cash via stupid drivers than even Jerry Lewis did for MD.
So there ya go, even I come to understand why it seems no one cares about the stellar vehicle operators and the carnage they create.
We have after all a few body shops, lots of new vehicles to choose from, “free healthcare”, wicked transit when your vehicle is getting fixed...eventually, armies of court clerks and lawyers to pursue your own damn compensation, and you really did not expect everyone to live in traffic?

There are no laws or enforcement that can fix stupid, seriously!
We have enough laws, even more stupid up here now...if we could only stop the adults that act as petulant brats, the others that kill...then M could focus on the mad maxish traffic we have.

I cannot stand driving in this village, seems a village over represented with idiots...none missing.
Mecca actually for idiotic drivers our fine village is.

I suspect a few more RCMP members would help to engage more patrols looking for these violators. I know I can walk from Main St. to the Chocolate Claim on 3rd or 4th and witness at least a dozen people yarping on their phones while driving, and in some cases speeding as well. A lack of enforcement has promoted a lackadaisical respect for the laws and basic road safety. Rolling through stop signs is another money maker for the fine coffers if it was but enforced. Let's invest in more enforcement either by the City or the RCMP, perhaps it will encourage a greater respect for the laws. Why wait for somebody to die first?

Try living on Adit Lane, the 1000 foot drag strip and worst still try to deal with the City and ask for a 50 kph sign (there is no signage at all on Adit Lane) or signage at the access to the play ground. It will never happen unless we jump through hoops and bark like seals. What happened to people doing their jobs and looking out for the safety of the tax payer?

They tried the one way streets and it did not work. Not only did it create more congestion it effected business and children getting to school.
I do not know why everyone is rushing around; it is Whitehorse, if it takes you five minutes to get to south access versus four, what is the big deal?

Pedestrians need to pay attention and not be on their phones while crossing the street as well, the only place pedestrians should cross are at lights. Crosswalks downtown, especially at night are unsafe even with lights overhead. People need to take their safety into account and pay attention to traffic.

It seems that daily there are pictures in the paper of vehicle collisions. That alone should say that there is something wrong in Whitehorse. People need to slow down in general and get off their cell phones.

That 2 seconds to stop at a STOP sign won't kill you. AND, you'll still get to where ever you were going in the same amount of time--it is Whitehorse after all and nothing is that far away.

I don't know how many times I've almost been hit when I'm going straight on an open road and someone is making a turn without even looking both ways.

I would love to see traffic camera's in place. Change the law so the ticket is given to the owner of the vehicle for these tickets (like parking tickets). Vehicle owner is responsible for who drives the vehicle and if they let someone else drive, they can go after them for the money. Points against ticket only given if there is proof who was driving. If we can't stop them from going through the red lights, let's at least earn some funds for the City for road improvements.

THE most dangerous area to drive is the new passing lane added on the Alaska Highway in front of the RV park and Mt. Sima Road. Incredible the amount of idiot drivers in this town. People driving the speed limit until they hit that straight stretch, then speed limit increases to 120 or more. Incredibly dangerous. If the cops monitored that stretch of road for a week, they would be able to buy donuts for life for all of M division. I have never seen the cops monitor that stretch of road since that passing lane was put in. Again, where are the traffic Cops???!!!

defensive driving skills would teach a person that even if you have a green light you should make sure that someone doesn't blow thru the opposite red and cream your a*%.

People should slow down and enjoy life, getting there a few minutes faster isn't going to make a difference in life, unless your in an ambulance. I would also like to add, that Vancouver was the worst place I ever drove, Whitehorse is a cake walk, even in busy traffic a person can get from one end of town to the other in a few minutes.

Complaints about Whitehorse traffic is laughable, as there is like what 15 traffic control lights?
Slow down and live, or better yet slow down and don't kill someone.

There is almost no traffic law enforcement in this town, I think people drive like they do because unfortunately they know they can get away with it. It’s like the Wild West on Whitehorse streets, last fall a vehicle actually pulled out and passed me while going through the school zone on 4th Avenue as I guess the 30kmh school zone wasn’t fast enough for him.

Might be time to revisit what every other capital city in Canada has at high volume intersections - Intersection Safety Cameras. A few tickets would help curb driving behaviour.

So she admits that she didn't even look before she was about to enter the intersection. Yes blowing a red light is bad... but only if one doesn't look to ensure that they're not about to put themselves into harms way before pulling out onto a road.

Make 4th Ave and 2nd Ave one way streets with speed bumps to slow traffic. Have the traffic turn at the intersections where Northern Industrial Services is and at the lights near the Paddlewheel.

Finally make it mandatory for all vehicles to stop when a pedestrian is crossing on 4th and 2nd. It would be much easier to see pedestrians this way and no one is going to blow through speed bumps, you could also remove all traffic lights on 4th and 2nd once this was done.
Last two benefits, it’d be easy to make a left turn any time of the day and we could designate a lane to bicycles.

Simply too many vehicles in a city that had roads designed for horses.

The 3 second yellow light is a ridiculously short timeframe to recognize the light has changed, react and bring a vehicle to a complete stop behind the line. This is even the case on the Alaska Highway! Expecting a B-train full of fuel to stop within 3 seconds is totally absurd. Eyes open and don't count on the lights! Ever!

But yeah, red light -giver!
If you are waiting to use a crosswalk, just because you have the signal to go, don't, unless you want to be mowed down.
And texting? Look at the face of drivers, always looking down.
Start by making cell phone use while driving the same as driving while impaired.

Grantham is correct. The various levels of government spend more time trying to shift the blame than they do working cooperatively to solve the problem. This is pervasive on all issues, not just traffic safety.

Similar thing happened to me when turning left off Range Road towards town on two mile hill. It seemed that someone must have blown through the red light to pass me that quickly.

Also, recently stopped at a stop sign and experienced road rage from someone for doing so. There are too many people driving around town who are terrible and dangerous drivers.

Under NO circumstances should CoW be given any traffic enforcement responsibilities. CoW will simply use such powers as part of their revenue-generation strategy, combined with a growing ideologically-based policy of punishing drivers. And, the last thing we need is wanna-be cops pushing their weight around.

Whitehorse already has one of the highest per-capita police ratios in Canada. Surely, we have enough. Let the RCMP deal with traffic enforcement.

yes...people take advantage of the non-enforced speeding and don't even slow down on a stop sign. Worse is when you have the right of way on a green but hey someone needs to turn right on red ...so they have priority all of a sudden. I was driving down 4th avenue on the corner of main ...the light was green for me so I went ahead but alas this person was on the red light but just cut me off ...had to put the breaks so I honked and lo and behold I get a nice finger sign from the driver that cut me off ...now that's typical Whitehorse driving, happens all the time. I really hope something gets done...let's force a little bit of respect from these type of drivers, please.

I believe that we have a number of terrible drivers in this City as well as the Rural areas. Everyday I still see people driving with one hand and talking on their cell phones and trying to make left and right hand turns on our main streets. Sick.

You can never assume that someone will stop, that is completely foolhardy. Watch yourself, as it is you that will get hit. Famous last words "I had the right of way". The reason I have never been in an accident is I watch out for others and you should too Rachel. We do not want Bylaw doing traffic as well as they already can't get their job done.

Agreed. Another huge safety concern is the crosswalk at Tags and Yukon Inn.... I have seen so many ppl almost run over while crossing there... put lights overhead that really flash! And growing safety concerns of ppl crossing the road at the new Salvation Army as well.... Please do something before there is a fatality.

OK, they have lots of information already and now they want to do a study, which costs almost $ 44000?
How about hiring another bylaw guy or even a private company for that money and let's have some action?

It is not only about school safety, it is about everybody's safety. Does another person have to die before these bureaucrats do something?
Maybe after that, CoW and YTG will do a study about speeding- and traffic violation related deaths and accidents???

The number of people blowing red lights in this town is ridiculous... I'm shocked that there has not been more collisions and fatalities. There is ZERO enforcement on this.

YEP - speeding - red light running - cross walk crashing - ALL blatant
4th Avenue = Thunder Road and 2nd Avenue = Road Warrior Way at noon and 5 PM
I've lived in several Canadian cities -WH has by far the WORST drivers
