Health concerns spur ventilation system work

The Yukon Housing Corp. has launched a quarter-million-dollar upgrade to the ventilation system at a Whitehorse seniors home

The Yukon Housing Corp. has launched a quarter-million-dollar upgrade to the ventilation system at a Whitehorse seniors home after a resident reported health issues associated with contaminated air.

The overhaul, now half-completed, came in response to complaints by Davina Harker, a resident at Closeleigh Manor, a 32-suite housing facility at the corner of Lambert and Fronts streets.

Harker told the Star that over the past 12 months, she’s experienced symptoms that included headaches, dizziness, drowsiness, chronic exhaustion, mental fatigue and cognitive problems like memory loss.

“Last winter, I became very, very ill as I confined myself more to my building,” she said.

It was only when a friend came over — following Harker’s offer to bake for a public event — and felt similarly sick that she realized the problem might be related to the building itself.

“A blueberry streusel saved my life probably,” Harker said, laughing.

Yukon Housing, which oversees the public residence, hired Northern Climate Engineering to conduct a thorough investigation of the ventilation system — installed during the building’s construction in 1987-88.

The engineering firm’s March report found the air system in a dire state.

“Upon review of the physical condition of the mechanical equipment, the lack of preventative maintenance is apparent,” the assessment read.

“(T)he air-handling units, the filters, belts, and sheaves are ... in poor condition.”

Belts in the “primary air-handling unit” were “worn” such that air flow was reduced “at least 50 per cent.”

“The secondary air-handling units showed a definitive lack of general maintenance. The belts all showed cracking, some with separation from the reinforcing bands in the belt,” the report stated.

Carbon dioxide readings “were generally below levels that provide a cause for concern.”

However, readings in three rooms were “at, or nearly at, CO2 levels where additional ventilation is required.”

The report acknowledges that “readings ... are highly variable” due to external factors — trucks idling behind the building, for example — and the type of detection device used — some measure finer particulate than others.

Harker remains concerned that recent upgrades have not gone far enough.

She says an independent air test she conducted revealed particulate levels that far exceed the healthy norm.

“Every time I go and stay somewhere else, I’m perfectly fine after four days,” she said. “When I come back, I have those symptoms again.”

She said her recent readings, as well as those by an independent assessor she consulted, yielded up to 16,000 particles per cubic centimetre — far above the 2,500 to 5,000 detected by Northern Climate Engineering.

Yukon Housing is carrying out the report’s recommendations.

Following a public tender process, HVAC (heating, ventilation and air conditioning) specialists cleaned the building’s ventilation system, upgraded its filters to capture smaller particulates and repaired duct leaks.

Yukon Housing has also hired a local firm to relocate the air intake from lower down on the west side of the building, near the parking lot where cars and delivery trucks often idle, to higher up on the south wall on Lambert Street.

Work is expected to be completed at the end of October, said Darren Stahl, the director of capital projects with Yukon Housing.

“We deal with maintenance issues as they arise,” he told the Star today.

Extending the chimney and balancing the ventilation system have yet to happen.

“After that is completed, YG (the territorial government) is committed to holding a tenant meeting ... to answer and address any tenant questions,” said Yukon Housing spokesperson Doug Caldwell.

“We fully expect that this work will lead to a better building and happiness.”

Hey Groucho...Have I notified my landlord you say? That my friend is too funny, really it is. You did read my post I assume? He is a slumlord of poster boy quality. This is Whitehorse, I have two big dogs and finding a home for us has been a challenge...a challenge I thus far have failed at huge.

Scumbag and I have had a really volatile relationship, when I remind him of that nasty R word (responsibilities) in regards to ANYTHING I get this "30 days and you're out" "I have a bunch of people that will pay more" "blah blah blah"

Up until recently I paid my rent very close to the time, but something happened lil' over 2.5 years ago that absolutely sickened me.
Yup it is a personal story, but I'll share it if I may...uncut?
See Groucho I got sick, medivaced out for heart surgery very near took ol' Josey out.
I clearly did survive, but when I got off the plane with my guts cut open from neck to navel...my shanty was froze solid. I was not home two minutes, I called said slumlord. Long story buuut SIX, yup SIX days later he showed up to scab a repair.
He was purdy proud of himself for the band-aid put in place.
Those six days? In 40 below weather I hobbled down my stairs and shat outside like my dogs do...awesome eh?
Not sure if you know any open heart survivors but that is not a easy feat in ideal conditions never mind outside in the snow. That very six days I absolutely lost whatever spore of respect I may have carried for the scumbag and decided from that day on...I'd make the scumbag work for the rent and he'll get it when he gets it.

There were so many things between he and I to lead up to the mess today, I assume some responsibility as I'm not an easy guy to deal with when I'm pissed.
You read my stuff, imagine being my slumlord...no moderator for him to hide behind. So to complete my airing of dirty laundry...since I healed up I've yet to break back into the workplace in any meaningful way. Some part time work, some whore myself out chores, a few YG interviews, a few more YG rejections...and here I am today.
20 days from myself being homeless with two big dogs, despite my efforts no wage I can survive on here in this town, I really feel SS is not the place for me (some I think good skills and booze sans & yup...white) so I will not go there (been there last fall...I know where their focus is).

There was a nice lady at the L&T office I met, she was willing to help me get over my pride in regards to SS...but I wish my shanty be inspected & thus SHUT down.
Folks as my slumlord make a good living off the misfortunes of others, especially when they know legally...they can...AND do.
Folks at the health dept? Well seems their voice mail is broke, epic lag on the email, but I get the same drone about how there is squat they can do..imagine eh?
For the record I'm not even begun, I'm just letting the 'crats drone on and up the chain I'll go as I'm kinda foolishly stubborn that way.
Yes groucho very personal stuff I spewed but it is my stuff and I freely did so...kinda how I am very transparent and one need not wonder what is on my mind like ever.

I've been here for decades and what I see in town these days is enough to make me consider leaving. Some may view anything I say/do as sour grapes...that's cool freely express so we do still have that right.

I need not any up/downs but just wish to express myself on how unless YG is your landlord, we are on our own.
Hey if the slumlord himself can/is reading this, I'll say again....
How you look at yourself in the mirror without shame...is perplexing to me.

In the end we lose, my dogs and I that is. He can & will carry on as Whitehorse slumlords do. Our YG overlords I call often 'crats will carry on too, drawing a good wage for whatever they do.
So who knows maybe I'll shake up the streets a tad when I am officially homeless, could be entertaining to say the least with ol' Josey prowling around.

Sorry to hear about your unhealthy living conditions- what are you doing about it? Have you raised the issue with your landlord? Soon the newly minted Residential Landlord and Tenant Act regulations will be trotted out for all to abide by. The politicians made a great noise about how said regulations would improve living standards for all renters, but they neglected to say how this would happen. A shining new corps of environmental health officers examining all rental properties in the Yukon perhaps? But what will happen when the landlords have to dig into their pockets to correct any deficiencies found in the places Yukoners rent? I imagine another protest by the landlords how government rules are stifling their return on investment as they did when government was trying to stimulate new rental construction a few weeks ago.

So peeking ahead into the next chapter - should taxpayer dollars be spent on improving the health standards for rental properties- or should the landlords have to foot the bill for bringing their apartments up to standard themselves? It should be an interesting debate about which principles guide these situations.

That is awesome she "actually" got help from our YG?
They have been reluctant, giving me a myriad of pathetic excuses as to why they have very little interest in "visiting" my shanty for an inspection. A water tank never cleaned in over 20 years, a pump house sitting on creosote foundation, said pump house absolutely full of black mould so much so the roof collapsed, rotted boards on the deck 15' high...I could go on.

But with malfeasance being the mantra with many of our govy folks, scumbag slumlords as mine do very very well in this place. It really is shameful, as if I were a wee "meddled with" fox, a wounded baby bird or a salmon stuck on the rivers edge...I'm certain far more would be done.
This building is a government building, seems to be heaps of those...mind you with 37+ million Canadians toiling across the country for us via transfer payments to keep the lunacy going...they can afford to keep building them.
We on the other hand seem to be more like subjects of the crown, with the kings men & women taxing us to death and locking up land as they sure do (until real estate greed became too too much)...ensuring their subjects will mostly remain subjects to toil for they.
Folks it is not merely crime that we are on our own here, but acceptable living conditions being ENFORCED and tolerating scumbag slumlords to be slumlords as well.
Sincere congratulations Davina on getting YG employees off their chairs and on site for their due diligence.
Mind you an entire family died due to the same mantra and excuses and still that slumlord carries on...mine will too I suspect.
Given the dead family and their friend, why would the even remotely concern themselves with my 3rd world living conditions if a entire family being killed in their shanty mattered not...as it clearly shows?

BnR there is more than one person complaining, she is the only one that has said it publically. The air is so bad that this lady cannot have visitors who can stay for any length of time. I've personally been told by some visitors that say their breathing is comprised in just a few minutes when in the building. There is a problem in the building and hopefully more residents will overcome their fear of reprisal and come forward.

That, combined with the findings about preventative maintenance, pretty much proves this woman's complaints were valid. And YHC - and any landlords - should recall the tragic deaths a couple of years ago caused by CO2.

One person complains, alleges it's making them sick, and now it's a problem.
She conducts a study even though she has no professional training or credentials to back it up.
My bet is that she will complain even after the upgrades. Some people just need something to complain about.

This comment shows total ignorance of the basic principles of Building Science.
It's easy to see why YHC has so many problems with people like that pushing misinformation and making executive decisions.

Buildings in the north should be 'tighter than a balloon' or moisture gets into the walls and attic and causes rot and mold. That's basic Building Science.

Those who were here when Closleigh was built, know it was designed by southern architects and engineers. The ventilation system was a bad design that never worked right from day one. Inadequate maintenance by YHC only made it worse.

Closeleigh Manor was the first R2000 apartment building in Canada. I initiated it to recover the cost of R2000 construction from the Feds. Roger Kimberly, a YTG minister, officially opened it and a minister from the Federal Government was also present, it was that big of a deal.

I'm not surprised there are ventilation problems the building was tighter than a balloon.

Yes, it's obvious that the concept of regular preventive maintenance is beyond their understanding. It's easier to do nothing till people complain.
