Council is pleased by what budget achieves

The city’s $69-million operating budget was heralded as a “really positive step forward” by Coun. Kirk Cameron on Monday evening before council voted unanimously to go ahead with the spending plan.

This year’s budget includes a 1.7 per cent increase to property taxes along with a 6.3 per cent hike to water and sewer bills, among other fees.

There will be no boost to garbage/compost collection fees, though the city is planning to implement a curbside recycling collection program.

Fees and details for that program have yet to be determined, though an initial study in 2014 anticipated an approximate $15 per month charge.

Before voting to go ahead with the budget, Cameron and other members of council voiced their support for the document.

They noted the challenge in keeping the tax increase as low as possible while also delivering the services residents need and want.

Coun. John Streicker acknowledged the concerns brought forward during a recent public hearing from delegates who called for snow clearing of the entire Millennium Trail as well as a long-term solution to deal with recycling in the territory.

Streicker then pointed out the budget includes funds this year to clear the downtown portion of the Millennium Trail as a trial.

That will help the city glean a better sense of the cost and winter use before determining how to proceed with it next year.

On the issue of recycling, Streicker said there are “important discussions” underway, but officials need to see where those discussions go first.

Earlier in the meeting, Mayor Dan Curtis said city officials have already met with new Community Services Minister Currie Dixon. He succeeded Brad Cathers in the cabinet shuffle announced Jan. 16.

While there were a number of issues discussed, Curtis noted recycling was the major focus.

Dixon assured the city the territory is also working to come up with ways to deal with it, the mayor said.

Curtis – who in late 2014 called for Cathers’ removal from Community Services – added he’s optimistic about the “new leadership” in the key portfolio.

Coun. Betty Irwin said she’s hopeful there will be some sort of short-term solution to recycling in the next few months.

“We know how important this issue is,” she said.

Recycling came to the forefront last October when the Raven Recycling Society closed its Industrial Road depot for non-refundables. It argued diversion credits – provided by the city and territory to recyclers for keeping waste out of the landfill – do not cover the high costs of shipping the materials Outside.

Residents can still take their non-refundables to P&M Recycling’s depot downtown, to the recycling depot at the city’s landfill or sign up for curbside collection at a cost of $20 per month through the Yukon Blue Bin Society.

While the city continues to focus on recycling, Cameron pointed out last night there are a “litany of interests” which come forward to the city at budget time.

Over the last couple of years, he noted, the city has found a way to “bring in the budget” while also working to deal with the many interests which have emerged.

Curtis agreed, commenting that a lot of work goes into the budget. Over the years, he noted, council has managed to make significant changes in its operations, such as the addition of evening bus service.

He also pointed out this will be the final budget for the current council, with municipal elections scheduled for Oct. 19 throughout the territory.

Who knows, Curtis asked. Perhaps the next council will move to expand services, such as having the buses running on Sundays.

The mayor praised the work of council and administration – thanking each – in coming up with a budget that delivers services while keeping the tax increase as low as possible.

As Coun. Jocelyn Curteanu pointed out, the 1.7 per cent tax hike is the lowest it’s been in more than a decade. She also added she’s pleased with what the city will accomplish with it.

The city’s $30-million 2015 capital budget was adopted in December.

Coun. Dave Stockdale was absent from last night’s meeting.

According to the budget document http://www.whitehorse.ca/modules/showdocument.aspx?documentid=4930 ... about 50% goes to wages and benefits of City staff ... so about 34.5 million. But that only tells part of the story (eg; how many employees? which is hard to sift through), and how does that compare to other municipalities? I'd be more willing to join mayor and council in patting themselves on the back if I better understood what this actually buys us. It's not just property tax and utility fee increases - again, everything from Canada Games Centre to cemetery fees are rising. And oh yes - don't forget the money being transferred for the new building consolidation!

Priceless. Curteanu being pleased with herself and what she has achieved, is just too laughable for words. If ever there was an individual with lower qualifications and genuine knowledge ( in or out of cabinet ) then I am yet to meet them. Especially now that Elaine Taylor has been let loose to drive Tourism into oblivion. Think of an ageing peroxided Barbie Doll, and then take away the intellect, and there you have it!

What was the wage cost increases over the last three years. on Feb 2, 2015 at 12:30 pm

I have been a CAO of municipality and director in three other cities. What is the wage cost in over the last three years in the COW. What percent per year? What percent of the COW budget for this year? In private business it is up to 25% of the business cost in wages depending on the type of business. In the Public sector it is higher because of the types of services like medical very high, education high, professionals average or lower, management way to high to much management. When you have some departments with 30% or more in management they are way over managed and that is just a waste of public funds. Public Service it should set around an average of 50 to 55% of the budget. YTG sets at 80% with that extra 30% eaten up by senior management, not staff. If the Yukon took that 30% of their budget which is $330 million dollars and employ more staff, the Yukon would be much stronger socially and economically. More money in more hands much more effective use of public funds.

@Why COW costs are rising:
Please don't comment on something that you don't get:
Article 8.13 in the Transit Union contract says that you start at level 1 (85% of the full wage). After 1 year you get 90%, after another year 95% and when you reach step 4 then you get 100% of the wage!

If you want to talk about the costs of transit then better explain this weird system with routes which are way too long and huge buses which are burning tons of diesel, also why the last fare increase was 2008(!) and who designed those flyer schedules which nobody can read and understand! That's not the way to attract people to ride the bus!
Also why they created a new route with a schedule which is only good for some school kids but not for working people (Whistle Bend)?

But everything is fine anyway:
This whole system is subsidized from top to the bottom! College students ride almost free (YTG pays for a part of it)! School kids ride free (YTG pays for it)! And the average homeowner pays another 150 bucks per year on top of it!
Any more questions???

I too am pleased with myself...as before I leave I had a chance to sit in King Dan's office and share what IMHO is the civic contribution to our messed up town AND the housing issue, why I will not vote for him again...blah blah blah.

After more than two decades here, I've started making plans to leave this s**thole and find another s**thole I can afford to live in...be able to find a home to shelter in, maybe gainful employment?
Where has yet to be determined, but this place besides being toxic is (for losers as I at least) COMPLETELY affordable.
In every layer of governance this place is full of overpaid chair warmers and windbags. Yes there are some hard working folks with an actual "work ethic"...but often those folks are vilified as non team players or ousted outta either "that" dept. or the machine in general.
Those folks I really feel for being within a system where malfeasance is an attribute, your pigment a gift like royalty to the HR crews, and snack tours are an essential part of each segment of the day.
Am I the author of the story I'm currently in? Guilty indeed, as being Josey is me not just a moniker.
Those who know me...would certainly agree.
This town/village now full of many (not all) IDIOTS and a dude as I go like nitroglycerin and a paint shaker.
Slumlords aplenty are bred/breeding with the many inept chair warmers we have here refusing to enforce current rules within....shameful for certain.

When I leave folks, trust me..I'll spare you outta town posting, as I'm going to try so so hard at "turning the page".
Folks like the moderator here at the Star, our civic nobles, our territorial overlords, their many complacent state actors, M division, the villages many many many SLUMLORDS/SCUMBAGS, the pisstanks at WGH ER will be able to enjoy the peace by default one gets when Josey rides off as I won't be here rattling their cages anymore reminding them of the stellar (redefining sarc.) job they have done/are trying to do/never intended to attempt doing.

If in ya'll think I just merely type 'n gripe? Sooooooo wrong, as I go "front lines" like and face my foes...no PC Crusader filter...no moderation...no relenting.

....till now.
To all that I ask....what in the HELL happened to OUR town?
...and yes, despite it all...much about some of the people...will indeed be missed.

Why COW costs are rising on Jan 31, 2015 at 2:13 pm

When I looked at the transit collective agreement I find under 8:13 that transit workers can receive a five percent increase in wages in a year. How many got a five percent increase in wages?
9:08 Annual Vacations COW transit workers can get up to eight weeks holidays off with pay.
How many COW residents can get a five percent increase in pay and eight weeks holidays?
Yukon Government spent 80% of its budget on wages.
COW is more likely doing the same. This has to be stopped before the wheels fall off on to high wage costs for our people in COW and the Yukon.

Apparently now with their new "swank" ballot counter, they'll know quicker...that the peasants are DONE with that "particular" crew of self serving delusional politically correct political windbags.

As we eagerly await to elect a crew who (based on my time here) are just the same but with new names.
Can we not just hire some of Karp's TFW to run the circus at "their" minimum wage?
So outta touch the latest set of nobles are they have NO...I repeat NO clue at all their ineptness has done a great deal to create this Ft. Mac type of sty we used to call home. Very unaffordable unless you are a noble yourself or an agent of said royalty...being our many govy types.

Steering committee from members of the community. Other communities have this. No consultants that would make it worse and a waste of money. When you elected officials that use their position of power for their interest not the peoples, then you need to put in some checks and balances to make the system work.
I do not comment on staff unless I know the facts. Like the Yukon Government patches of danger-est people. It is not costly to appoint a community steering committee. You could appoint people from business, professional, labor or any person who pays taxes in the COW. It is very effective because they will look at the budget from a different lens.

Personally I'd like to see that "list-O-shame" of folks late/defiant with their property taxes "they" publish in our local rags.....pages and pages long with thousands of tardy "peasants".

Actually a move as that would put us on the map with perhaps national news....
"Civic governance shut down with tax revolt"
"Where your transfer payments go, an elitist issue"
"Inept civic government upset with their subjects"

....for a mere 3 examples of potential future headlines....outside of this welfare state we call a town...they call a city.

I'm so pleased that I can soon vote for a new mayor and council. Based upon experience, city administation, the new City manager and council are very disappointing.

Please just leave people, others who are more honest and sincere may be willing to represent us.

The CoW is becoming nationally notorious for their frivolous spending of taxpayer dollars while increasing taxes. The latest is so ludicrous that it's not reported in the local media websites, however CBC covers it.

That's right, electronic ballot counters to maybe get the vote results an hour earlier one night every few years. As soon as 'electronics' gets involved the credibility of the vote is reduced and the risk of tampering is increased.

We have a tried and true Canadian process for bringing in the vote and it involves a manual ballot count witnessed by scrutineers.
It's not 'broke', don't try to 'fix' it.

One now wonders what's your real motivation behind changing this?

I'm amazed at the uproar over a budget that will probably end up being cheaper than the FH Collins project and significantly less costly than almost all territorial depts. Yet the city is asked to provide services for 85% of the territorial population and only get a snippet of that 800 million check that's cut in Ottawa for this welfare territory. No wonder the city raises taxes... The fiefdoms of YTG refuse to give up what's due to the capital city. Fund by population.... Not political favour!

@Wilf. Although I agree I would say that we do not need to hire a bunch more consultants to figure that all out. That is what we fill those buildings down there with. Tons of people that this is already their job. They should do their job, and only spend the money that they have, just like I do. If they run out of money something has to be cut or stopped that is it. End of story. While they are at it, some jobs should be gone like department of sustainability, because this is definitely not sustainable.

So COW people, what is the present party legacy:
1. Spenders.
2 Do not listen to the tax payers.
3 Do not care about what people think in the COW.
4 Do not know how to manage political.
5 Group of liberals or alike liberals trying to cause noise for only one reason to help the liberal party.
6 To hand out money to anyone who asks.
7 One thing is interesting, if any of these people think about running in the next municipal or Yukon elections, voters know how they manage and who not to vote for.

Could someone please explain - in detail - what this budget will provide that wouldn't have been possible without a property tax increase and a (significant) increase to utilities? Maybe Councillor Curteanu, since she's so pleased about what the City will accomplish with it? I'm not very bright so please use small words.

I am glad to see there is discussions between the COW and the YTG. This is the only way to do business for all the people of the COW. Why doesn't the COW Mayor and Council as one of their last Acts set up the following to help the next council:
1 Public Steering committee on the budget process.
2 Complete full cost of service evaluation on all government services.
3. Have it done by an independent party that are experts in operational management.
4 This would assist management in their work.
5 This would put permit the public to have more and better input to the process before any discussions were made.
6. A total cost benefit analysis needs to be done on service such as transit.
7. Cost risk assessment has to completed on from an economic point of view and should be done every year.
8. Why not implement a management program on how to hold the line on tax and service increases and how can the COW raise revenues from other means?
9 The Cities in Alberta right now is going into a period of uncertainty and are going to have to gear back.
10 What if that happens in the COW and the next council will have to deal with it.
11 Usually capital budgets get cut.
Something to think about.
The next COW election will be about fiscal management, relations, leadership, listening to the people, meeting people expectations.

At least Dan and the council are satisfied with THEIR decisions and the how to do it!
Always pointing out the things which THEY are happy with but nobody else!

Who cares about what the citizens want and need!
Who cares how many people can't afford higher taxes and utility bills (=more expensive rentals) in the future!
Who cares about useless spending because we get the money from the people who want to live here anyway!

It is extremely disappointing how they run the whole "show" with money that they don't even have but maybe that's the way it works "these days": Predict the future and insist that you're always right - no other opinion counts!

Well, I'm glad they're pleased with themselves. We'll see what plan they come up with for recycling, and how much it costs. My opinion - I will vote for 'anyone' who runs on fiscal responsibility, including putting the brakes on the wage/benefit increases City employees have. I don't begrudge them a good wage, but this council and administration seem to forget who has to pay.

I'll just be they're pleased..when did a yearly tax hike become a given? That tax payers should be happy it's only a 'mere' 1.7... When did the question become not IF taxpayers will face a hike, but how much? CoW is 600K in the hole. That means a tax hike next year too.

They talk about recycling.. they don't talk about driving down any back side road, looking over the side to view all the garbage.. it's so expensive to take to the dump..people don't.. well..lots of people don't.. $20 to pick up garbage.. yes, even if it's recyclable it's still garbage..on TOP of what we pay for curb garbage pick up is BS.

You needed to jack the taxes again to provide "the services that people need and want" ? What about the services we don't want? The steady stream of hand outs..instead of raising money, just go to the CoW with your hand out and they're sure to dump money in it.. How many of us really want that night bus service besides the 2 people riding it? Really, how many of us want those great big empty buses? (I'd settle for the half sizers). Please, thumbs down me if you've ever seen a full bus.

You know what I want? I want snow cleared.. I want a balanced budget that shows us living within our means without a big deficit or yearly tax hikes. I want basic services, garbage, water, sewer maintained. I want City employee's to be hired locally and paid a living salary and Council to be VOLUNTEER. I NEVER want to hear 'down south we do this, or that'. I want Council to be concerned with home base first and southern conferences, travel, etc. second. That is not to say I think we should stick our heads in the sand about the world around us..but that is to say we should be using available tools, an hour or a day on Skype is a hell of a lot less expensive than plane fare, hotel, per diems, etc. I want to stop the handouts.. a group needs money? Throw a bingo. I want CGC affordable to everyone. It's so expensive now the City has had to accept monthly payments or no one could go. Ok.. I've told you what I want.. get right on it will you?
